<br />was held.

<br />The following letter received from Director of Planning was presented:

<br /> "At,its regular monthly meeting on October 2, 1973, the City Planning Commission
<br />received from Portsmouth Redevelopment and Housing Authority proposed Amendment No. 1
<br />for the Park View Conservation Project. S~cifically, the following proposals were
<br />suggested and endorsed by the Planning Commission.
<br />
<br />'...a three,block area generally located to the east of Scott's Creek has been
<br />redesignated for acquisition and residential development. T~o of these blocks,
<br />which were previously scheduled for conservation, have been designated for
<br />redevelopmetn (to be acquired for private residential use). The land use in
<br />the third block, the majority of which has been acquired by the Authority, has
<br />been revised to allow for residential development. A large parcel of land in
<br />the northwest corner of the project, which is now scheduled for acquisition
<br />in the Park View Conservation Plan, has been designated as redevelopment area
<br />in order to facilitate its acquisition for private residential mse. A number
<br />of other adjustments to the plan, including the reduction in the area of the
<br />Harrell Street Playlot, the elimination of the proposed Scott's Creek Park, and
<br />the redesignation of several small parcels from acquisition to conservation,
<br />are also proposed..,t"

<br />f /i:~NS~,ZA~ENGAGING IN THE BUSINESS OF PROVIDING CERTAIN INDUSTRIAL SERVICES
<br /> TO AUTOMOBILE MARKETING AND DISTRUBUTION ENTERPRISES."

<br /> This letter is on your agenda for first consideration tonight, October 9, 1973. I
<br />did not obtain a copy of the proposed ordinance until yesterday, though the Office of the
<br />City Attorney had intended to provide us a copy in advance and advise us of the date of'
<br />the public hearing.
<br />
<br /> I am writing on behalf of my client, The Maryland Undercoating Company, Inc., which
<br />would be one of only tow companies to which proposed Section 56.1 would apply. The volum~
<br />of business done by my client corporation is substantially greater than that of the other
<br />corporation.
<br />
<br /> The purpose of this letter is to inform you that my absence from yodr meeting tonight
<br />October 9, is not due to lack of interest by me or my client in presenting impowtant
<br />facts to the Council with regard to the proposed Ordinance. However, I am now and expect
<br />to be through the end of this week hospitalized following some rnutine but major back
<br />surgery. No~e of my partners have been working on the matter and, hence, are not in a
<br />position to be present tonight in my stead.

<br /> However, I understand from Mr. Daniel R. Hagemeister, Assistant City Attorney, that
<br />the matter will again be considered, and voted on, at the meeting of the Council scheduled
<br />for 7:30 p.m. on October 23, 1973. I request permission to appear at that time and speak
<br />on behalf of The Maryland Undercoating Company, Inc. with regard to passage of this
<br />Ordinance."
