The following petition received from residents of Fairview Heights was

"We, the undersigned, all bona fide residents of the~Fair~iew Heights Section of
the City of Portsmouth, Commonwealth of Virginia; do hereby formally petition the Honour-
able Council of the City of Portsmouth, Commonwealth of Virginia, fa~ immediate improvemen
in the d~Ai~age situation throughout Fairview Heights, and more especially along Fairview
Circle, where adequate drainage is, mn fact, non-existent at present. Moreover, we feel
that adequate curbing and guttering is desperately neede throughout our subdivision, and
we do hereby formally petition the ~onourable Council of the City of,Portsmouth, Common~
wealth of Virginia, for immediate construction on this project, or as soon as ~racticable
Lastly, we the dndersigned do hereby petition the Honourable Council of the City of
Portsmouth, Commonwealth of Virginia, to direct the Public Works Departmentu~o immediately
~e~to~n~or&~pair the storm drain located approximately in front of the driveway
of 33 South Fairview Circle, within the city limits of Portsmouth, Commonwealth of Virgin~.
inasmuch as this torm drain's inoperable condition has, in our opinion, contributed in~
estimably to the stagnant water and related poor drainage throughout this area, We are,
lastly convineced that the Public Health and Safety of onrneighkorhood residents would be
adversely affected, should this deplorable condition be allowed to continue." Signed by
Faye B. Coffey, 33 South Fairview Circle and others.
