November 2~ 1973 <br /> <br /> 73-491 The following request to speak received from Mr. George R. Walker, 1749 <br />Spratley Street, was read: <br /> <br />"Subject: The Agenda of the 27 November, 1973, Portsmouth City C~uncil Meeting. <br /> <br /> Pursuant to Council Gag Rules 2-15.1 and 2-24,:it is requested that my name be <br />placed on the agenda of the meetSng of the City Council to be held on Tuesday, November <br />27, 1973 to: <br /> <br />Deliver to Council and urge passage of a res61ution opposing the action <br />of the Virginia Municipal League, a tax-supported political association, <br />in petitioning the Virginia Supreme Court for a re-hearing of its recent <br />property assessment tax ruling, and <br /> <br />2. To propose the forming of a representative government which may operate to <br /> represent the People of Portsmouth rather than its vested interests." <br /> <br />Mr. Walker spoke. <br /> <br /> Motion of Mr. Early and seconded by Mr. Holley, to be received as information, was <br />adopted by u~a~mus vote. <br /> <br /> 73-492 Mayor Barnes appointed the following as screening committee for applications <br />of the City Manager's position: <br /> <br />Isaac W. King <br />James W. Holley <br />E. Saunders Early, Jr. <br /> <br /> 73-493 - M6~ion of M~. Early and seconded by Mr. Smith, to draft letter to the <br />Chairman and the members of the Special Grand Jury, thanking them for their diligence <br />and participation in in trying to render an impartial investigation, was adopted by <br />unanimous vote. <br /> <br />Motion of Mr. Holley and seconded by Mr. King, the meeting adjourned at 8:45 P.M. <br /> <br />APPROVED <br /> <br />City Clerk <br /> <br /> <br />
