<br /> Motion of Mr. Smith and seconded by Mr. Early, minutes of the regular meeting of
<br />November t~3, 1973, to be approved as received, was adopted by the following vote:

<br /> Motion of Mr. Smith and seconded by Mr. King, minutes of the called meeting of
<br />November 15, 1973, to be approved as received, was adopted by the following vote:

<br />The following reports from the City Manager were read:
<br />
<br /> 75-478 - "I submit the attached ordinance and recommend it be placed on first
<br />reading. This appropriates $10,000 in the Utility Fund as Portsmouth's share of the
<br />initial operation of Southeastern Water Authority of Virginia.
<br />
<br /> Each of the political subdivisions are funding the AuthOrity in the same amount
<br />to finance additional engineering and administrative costs."
<br />
<br /> On motion of Mr. Smith and seconded by Mr. King, the following ordinance was approved
<br />on first reading, and by the following vote:
<br />
<br />"AN ORDINANCE TO APPROPRIATE $10,000 FROM TtIE PUBLIC UTILITY FUND FOR THE
<br />CITY'S SHARE OF INITIAL COST OF THE REGIONAL WATER AUTHORITY."
<br />

<br /> 75-479 "I submit the attached ordinance and recommend that it be placed on first
<br />reading. This appropriates $25,564.91 in the Federal Revenue Sharing Trust Fund for
<br />payment on the ambulance contract.
<br />
<br /> This appropriation is for interest earned on Entitlement III, which was received
<br />by the City in July of this year. This appropriation will provide the revenue for
<br />the additional funds appropriated in the General Fund in November for the ambulance
<br />contract. The operating budget for ambulance service is in the category of Public Safety
<br />which conforms to the guidelines for General Revenue Sharing expenditures."

<br /> On motion of Mr. Smith and seconded by Mr. Holley, the following ordinance was approv,
<br />on first reading, and by the following vote:

<br />"AN ORDINANCE TO APPROPRIATE $25,564.91 tN THE FEDERAL GRANTS FUND FOR
<br />PAYMENTS UNDER THE CURRENT AMBULANCE CONTRACT."

<br /> 75-480 - "I submit the attached ordinance and recommend it be placed on first reading
<br />This appropriates $22,S00 for the painting of the holding cells at Police Headquarters
<br />and the City Jail. It includes 215 jail cells, IS hallways, 11 toilets, 16 stairwells,
<br />elevator landings, 17 rooms, administrative area and court holding cells and corridors.
<br />
<br /> To pass State inspection, it is necessary that this painting be accomplished approxi-
<br />mately every three years.
<br />
<br /> It is planned that this project will be the
<br />maintenance program. An inspection of all public
<br />dollars reveals a lack of preventive maintenance,
<br />basis.
