<br /> While budgetary needs have risen over the years, our Department Heads and many of
<br />their employees have performed exceedingly Well, sometimes under desperate conditions.
<br />They have absorbed considerable reductions in calculated budget needs, affecting both
<br />their manpower requirements and material and equipment.
<br />
<br /> I have endeavored to be scrupulously aware of the City Government's need for an
<br />economy balanced by ability to pay, and the various departments of the City have fully
<br />cooperated to this end.
<br />
<br /> At best, the position of City Manager is not without many challenges and difficultie~
<br />In recent years, the scope of challenges and difficulties have greatly increased, as well
<br />as the demands on p~ysical stamina. At times, perhaps, we have endeavored to do too
<br />much with too little. During my regime as City Manager, I have been pleased with any
<br />successes attained, and, chagrined when other purposeful endeavors did not work ver well.

<br /> It is my sincere wish, as I make final preparation for my retirement, that Ports-
<br />mouth and our City Government will move forward to the potential that always lies ahead."
