<br /> 73-512 "Bids were received on November 28, 1973, for storm drainage improvements
<br />to Normandy and Qualtico Streets under the curb and gutter program. One bid was received
<br />from Portsmouth Paving Corporation in the amount of $119,262.20 for Alternate "A~' and
<br />$114,334;20 for Alternate "B". The difference in alternates is pavement and base stone
<br />thickness. Alternate "A' is the most effective because of its strength in combating
<br />the area's high water table and poor soil condition.
<br />
<br /> The City Engineering Department's estimate for this job was S130,000; it is, therefor
<br />recommended that the contract be awarded to Portsmouth Paving Corporation."

<br /> 73-513 - "The Code of Virginia was amended in the 1973 General Assembly which require
<br />the Compensation Board to establish the salary for any full-time Deputy Sheriff, who
<br />is primarily a correctional officer, and who has met the requirements established by
<br />the Law Enforcement Officers Training Standards Commission, at not less than that of
<br />a penitentiary guard as established by the Governor.
<br />
<br /> The City has ten Deputy Sheriffs that have met these requirements and their salaries
<br />are to be increased to $6,720 annually. This will cost the City $1,826 for the six-
<br />month period.
<br />
<br /> The Compensation Board also, subject to the concurrence of the local governing
<br />body, will entertain requests to increase the compensation, effective January 1, 1974,
<br />of all correctional officers to not more than $6,144 per year until such time as they
<br />complete the training prescribed by the Law Enforcement Officers Training Standards
<br />Commission. The City has twenty-three Deputy Sheriffs in this category and this will
<br />amount to an additional cost of $2,032.
<br />
<br /> It is recommended that the City Council concur in establishing the minimum salary
<br />at $6,144. There are sufficient funds in the current budget.
<br />

<br />the sale of surplus City-owned property adjacent to Elmhurst Lane extended.

<br /> The sale of this land will square off the property of Terminal Warehouse Corporation.
<br />They will, in turn~ sell to the City a jib parcel needed for Elmhurst Lane extended
<br />as well as a strip along Ponderosa for the widening of this street."
