188 <br /> <br />special elections so far as possible. <br /> <br /> (e) A nomination of a candidate to succeed each officer sought to be removed shall <br />be made without the intervention of a primary election, by filing with the clerk of <br />the circuit court ef hustings at least ten days prior to such special election, a petitic <br />proposing a person for such office, signed by the electors equal in number to at least <br />thirty per centum of the electors of the city voting for governor in the last preceding <br />gubernatorial election. <br /> <br />s (f) The ballots at such election shall conform to the following requirements: <br />With respect to each officer whose removal is sought the question shall be submitted: <br />Shall (name of officer) be removed from the office (name of office) by recall? Beneath <br />the aforesaid question shall be placed the names of the candidates to fill the vacancy. <br />The name of the officer whose removal is sought shall not appear on the ballot as a <br />candidate to succeed himself. <br /> <br /> (g) In any such election, if a majority of the votes cast on the question of remora <br />be affirmative, the candidate receiving the highest number of the votes cast shall be <br />declared elected and if more than one councilman is removed at such election the candidat~ <br />receiving the highest number of votes, equal in number to the number of councilmen removed <br />shall be declared elected. The officer whose removal is sought shall thereupon be deemed <br />removed from office upon the announcement of the official canvass of the election. <br />The successor of any officer so removed shall hold office during the unexpired term <br />of his predecessor. In case the person or persons receiving the highest number of votes <br />shall fail to qualify within ten days after receiving notification of his election, <br />the office shall be deemed vacant. The question of the removal of any officer shall <br />not be submLtt:ed_to the electors a second time during the same term of office, until <br />after the expiration of one year from the determination of the first application for <br />his removal. The method of removal herein provided is cumulative and additional to <br />such other methods as may be provided by law.' <br /> <br />Ayes: Early, Holley, Johnson, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br />The following reports from the City Manager were read: <br /> <br /> 73-505 "I submit the attached ordinance and recommend it be placed on first readin <br />This makes the service road just east of the new parking ramp one way from County Street <br />north and one way east on King Street to Crawford Street. <br /> <br /> The Traffic Engineering Department has made a study of the traffic movements on <br />this service road and finds that this system would help eliminate the following problems: <br /> <br /> (1) It will eliminate a hazardous condition that now exists from tractor trailer <br />trucks making deliveries. They presently block the entire Crawford Street roadway, <br />which is four-lane divided, trying to back their rigs west on King Street from Crawford. <br />If the one-way system is created, they would have to enter from County Street, eliminatin <br />the above problem. <br /> <br /> (2) The one-way system north from County Street is the only way truck traffic <br />will be able to make deliveries. If the one-wa7 system were reversed in the opposite <br />direction, they could not maneuver their trucks to the proper unloading areas. <br /> <br /> (3] ~Occasionally, vehicles will park on the service road, causing tie-ups and <br />congestion. - This~ then kills the two-way system as the service road is only twenty <br />feet wide." <br /> <br /> Mr. H. Thomas Fennell, Attorney, representing First Federal Savings ~ Loan, spoke <br />against the ordinance. <br /> <br /> On motion of Mr. Johnson and seconded by Mr. King, the ordinance to be postponed <br />until the next Council meeting, was adopted by the following vote: <br /> <br />Ayes: Early, <br />Nays: None <br />Abstainimg: Wentz <br /> <br />Holley, Johnson, King, Smith, Barnes <br /> <br /> 73-5~6 "I submit the attached ordinance and recommend it be placed on first <br />reading. This appropriates $34,300 for the construction of a sewer interceptor at <br />the Alabama Avenue pumping station. <br /> <br /> The construction of this sewer interceptor will allow bypassing and abandonment <br />of the Alabama Avenue sewage pump station, resulting in a nominal savings in annual <br />operation and maintenance costs, and elimination of future capital expenditures for <br />such items as stand-by power and alarm systems. <br /> <br />Two bids were received for this contract as follows: <br /> <br />A & W Contracto-rs S39,500 <br /> <br />A. Stuart Bolling Co., Inc. $30,355 <br /> <br /> It <br />Company, <br />This is <br /> <br />is recommended that the contract be awarded to <br />Inc. The balance of the appropriation covers <br />financed through Utility Revenue Bonds.,, <br /> <br />the low bidder, A. Stuart Bolling <br />inspection and contingencies. <br /> <br /> <br />
