Saunders Early, Jr., James W. Holley, Isaac W. King, <br />Raymond B. Smith, Robert W. Wentz, Jr., A. P. Johnson, Jr., City Manager, <br />W. J. O'Brien, Jr., City Attorney. <br /> <br />Mayor Barnes welcomed all visitors in attendance. <br /> <br />Prayer was offered by Councilman King. <br /> <br /> Motion of Mr. Smith and seconded by Mr. Johnson, minutes of the regular meeting of <br />December 18, 1973, to be approved as received, was adopted by the following vote: <br /> <br />Ayes: Early, Holley, Johnson, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br />The following reports from the City Manager were read: <br /> <br /> 74-1:~:_?I Shgm~t.~h~(atZached ordinance and recommend it be placed on first reading. <br />This appropriates $13,SOS for the purchase of library books. <br /> <br /> The library has been advised that it will receive the above f.unds as an additional <br />State-aid allotment. All of the funds will be used for the purchase of books." <br /> <br /> On motion of Mr. King and seconded by Mr. Smith, the following ordinance was approved <br />on first reading, and by the following vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $13,S05 FROM THE GENERAL FUND FOR THE PURCHASE <br />OF BOOKS FOR THE PUBLIC LIBRARY." <br /> <br />Ayes: Early, Holley, Johnson, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br /> 74-2 - "I submit the attached ordinance and recommend that it be placed on first <br />reading. This appropriates $19,739.48 from the Federal Revenue Sharing Trust Fund for <br />expenditures in the category of PUblic Libraries. <br /> <br /> The above appropriation represents the interest earned on Entitlements III and IV <br />during the last quarter of 1973. These funds will be used for renovation and furnishings <br />for a larger library facility in the Cradock area. A copy of the recommendation for <br />exchange between the present Cradock Library and the Cradock Post Office is attached <br />for your information." <br /> <br /> On motin of~Mr. Smith and seconded by Mr. Johnson, the following ordinance was <br />approved on first reading, and by the following vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $19,739.48 FROM THE FEDERAL REVENUE SHARING <br />TRUST FUND AND TO ALLOCATE SAID FUNDS FOR THE RENOVATION OF LIBRARY FACI- <br />LITIES AND FOR THE PURCHASE OF EQUIPMENT THEREFOR." <br /> <br />Ayes: Early, Holley, Johnson, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br /> 74-3 "I submit the attached ordinance and recommend it be placed on first reading. <br />This appropriates $19,739.48 in the General Fund for the renovation, shelving and furnish~ <br />ings of the enlarged Cradock Library. <br /> <br /> The above funds were previously appropriated in the Federal Revenue Sharing Trust <br />Fund and this appropriation is necessary in order that the funds may be expended through <br />the General Fund in the category of Public Libraries." <br /> <br /> On motion of Mr. King and seconded by Mr. Smith, the following ordinance was approved <br />on first reading, and by the following vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE ~$19,739~48 IN THE GENERAL FUND FOR THE <br />RENOVATION OF LIBRARY FACILITIES AND THE PURCHASE OF EQUIPMENT THEREFOR." <br /> <br />Ayes: Early, Holley, Johnson, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br /> 74-4 - '~I submit the attached ordinance and recommend that it be placed on first <br />reading. This appropriates $1,436,594 in the Capital Improvements Fund for Urban Renewal,i <br />Parks and Recreation and Construction of Streets and Highways. <br /> <br /> There are $394,284 of Urban Renewal Funds, of which $62,100 are for Northside and <br /> $332,184 for Olde Towne. These funds are required in order for the City to meet their <br />Mon-cash credit obligations for 1973-74 under the original Urban Renewal Contracts Va. <br /> R-39 and Va. R-49. There are $22S,000 in the above appropriation for Parks and Recreation <br /> of which $25,000 is for equipment at Sleepy Hole Park and $200,000 is for the irrigation <br /> system at Sleepy Hole Golf Course, Also, there is $817,310 in the above appropriation <br /> for construction of streets and highways, of which $S~5~025 is for the Crawford Street <br /> Connector and $242,285 for Victory Boulevard improvements and signalization. <br /> <br /> <br />
