<br /> On motion of Mr. Smith and seconded by Mr. Early, the follOwing resolution was
<br />adopted, and by the following vote:
<br />
<br />"A RESOLUTION TO AUTHORIZE THE CITY ~INAGER AND THE DIRECTOR OF PUBLIC
<br />UTILITIES TO SIGN APPLICATIONS TO THE ENVIRONMENTAL PROTECTION AGENCY,
<br />UNITED STATES OF AMERICA, FOR THE GRANT OF FEDERAL FUNDS FOR THE CON-
<br />STRUCTION OF WASTE WATER TREATMENT FACILITIES.
<br />
<br /> WHEREAS, the Federal Water Pollution Control Administration, Department of the
<br />Interior of the United States of America and its successor, the Environmental Protection
<br />Agency, requires that a resolution authorizing signatures on applications for federal
<br />funds specify the name of the individual or individuals so authorized to sign such
<br />applications; and
<br />
<br /> WHEREAS, A. P. Johnson, Jr., is the City Manager of the City of Portsmouth, Virginia,
<br />and P. J. Brady is the Director of the Department of Public Utilities of said City;
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia,
<br />that the City Manager, A. P. Johnson, Jr., and the Director of Public Utilities, P.
<br />J. Brady, are each hereby authorized to execute and file applications on behalf of the
<br />City of Portsmouth, ¥irginia, with the Environmental Protection Agency for grants to
<br />aid in financing the construction of waste water (sewage) treatment, works and facilities
<br />under the provisions of Public Law 660 -84th Congress, as amended, and the said A. P.
<br />Johnson, Jr., and P. J. Brady are each'authorized to execute any documents required
<br />as a condition for consideration of such applications or which may be appended as an
<br />exhibit to an application for the grant of such federal funds."

<br /> 74-23 - "I submit the attached agreement and recommend the proper City officials
<br />be authorized to sign. This agreement between the City of Chesapeake and the City of
<br />Portsmouth covers the housing of Chesapeake's female prisoners in the Portsmouth City
<br />Jail.
<br />
<br /> The City of Chesapeake has requested this agreement.
<br />the same per diem rate as the City of Portsmouth pays for
<br />the detention home in Chesapeake."

<br /> 74-24 - '!It is necessary that an engineering firm be employed to provide the engineer
<br />lng services for the construction of sanitary sewers for Elmhurst Lane extended south
<br />of Airline Boulevard.
<br />
<br /> The construction of this sewer line is necessary to provide service to the new
<br />hospital laundry to be built on this street. It will also be necessary to increase
<br />the pumping capacity of the Greenwood Drive pumping station.
<br />
<br /> t recommend that R. Kenneth Weeks Engineers be employed to provide the required
<br />engineering services."
<br />
<br /> Motion of Mr. King and seconded by Mr. Johnson, to concur in the recommendation of
<br />the City Manager, was adopted by unanimous vote.
<br />
<br /> 74-25 - "I submit the attached mutual aid firefighting agreement between the City
<br />of Suffolk and the City of Portsmouth and recommend the proper City officials be authorize
<br />to sign.
<br />
<br /> This provides for the City of Portsmouth to furnish firefighting assistance to Suffo!
<br />in emergencies in that City, and Suffolk to render the same service to Portsmouth in
<br />times of emergencies.
<br />
<br /> There has been in force an agreement between Nansemond and Portsmouth, but due to
<br />the merger of Suffolk and Nansemond, it is'necessary that a new agreement be executed."
<br />
<br /> Motion of Mr. Smith and seconded by Mr. Early, that the proper City officials be
<br />autherized to sign, was adopted by the following vote:

<br /> 74-26 - "I submit the attached ordinance and recommend it be placed on first reading
<br />This appropriates $402,200 from the Capital Improvement Fund for purchase of land, mobile
<br />classrooms, architectural and engineering fees for proposed school construction.
<br />
<br /> The above appropriation includes $80,000 for purchase of 15 acres in Churchland
<br />for a new elementary school site, $52,200 for the purchase of 5 mobile classrooms for
<br />the Westhaven Elementary School. The appropriation also includes the necessary funds
<br />for the purchase of the 4 lots at the corner of Rodman Avenue and Race Street, and engine~
<br />lng and architectural fees for a proposed addition at Highland-Biltmore Elementary School
<br />
