<br />reading. This appropriates $25,000 in the Federal Grants Fund for preliminary planning
<br />and systems design for a Health Information System.

<br /> The State Department of Health has granted $25,000 to the City of Portsmouth to
<br />assist in the initial planning and development of a Health and Social Services Informatio~
<br />System that will interface with the City of Portsmouth's Human Services Information and
<br />Delivery System.
<br />
<br /> Since the development and work will extend beyond the
<br />this project is being set up as a Project G~ant to include
<br />1974 through June 30, 1975."

<br /> On motion of Mr. Smith and seconded by Mr. King, the following resolution was
<br />adopted, and by the following vote:

<br />"A RESOLUTION AUTHORIZING TIlE CITY ~NAGER TO ADVERTISE AND RECEIVE BIDS
<br />FOR CERTAIN CITY-OWNED PROPERTY (PINNERS POINT LOTS).

<br /> WHEREAS, the City of Portsmouth presently o~ms several lots located in the Pinners
<br />Point ares ~d said lots are more fully described as follows:

<br /> Ali those certain lots or parcels of land lying and being in the City
<br />of Portsmouth, Virginia, which are bounded on the north by Carolina Avenue,
<br />on the south by a line running parallel to and one hundred feet distant
<br />from Carolina Avenue on the we'sot By Page Street, and on the east by the
<br />western right of way line of Serpell Avenue as extended southward, and
<br />are known and numbered as Lots 2OS, 206, 20?, 208 on the plat of the
<br />Pinners Point Water Front Company, duly recorded in the Clerk's Office
<br />of the Circuit Court of the City of Chesapeake (formerly Norfolk County),
<br />Virginia, in Map Book 4, at page 32, and also Lots 334, 241, 24?, 233,
<br />235, and the western half of LoC 25?, more or less, as the interest of
<br />lessor may appear, as shown on the Plat of the Portsmouth Water Front
<br />Land Company, duly recorded in the aforesaid Clerk's Office in Map Book

<br />east by Page Street, and are known and numbered as Lots 183, 186, 187, 188,
<br />196, 197, 212, 213, 214, 215, 220, 221, 222, 225, 228, 229, 230, 231, 232,
<br />233, 234, 235, 236 and 237 as shown on the plat of the Pinners Point Water
<br />Front Company duly recorded in the aforesaid Clerk's Office in Map Book 4,
<br />a~'page 32; and

<br /> WHEREAS, the said land is no longer needed by the City of Portsmouth and it
<br />therefore, declared to be surplus property.

<br />that the City Manager be, and he hereby is, authorized to advertise and receive bids
<br />for the hereinabove described property on such terms and subject to such minimum bid
<br />restrictions as he may deem proper.

<br /> 74-61 "I submit the attached resolution and recommend its adoption. This authoriz~
<br />the proper City officials to contract with the contractor who will construct the proposed
<br />West Norfolk Bridge to install a 16" water main under the bridge for the City of Ports-
<br />mouth. The City would pay the unit price bid for the water main portion of the contract
<br />plus 10%.
<br />
<br /> Replacemenn of the present underwater main with a larger main on the new bridge is
<br />included in our capital improvement program. This would be a portion of the project
<br />in the capital improvement plan which, in total, would extend the transmission main from
<br />
