218 <br /> <br />February 12, 1974 <br /> <br /> At a regular meeting of.the City Council held on February 12, 1974, there were <br />present: <br /> <br />Jack P. Barnes, Burrell R. Johnson, Isaac W. King, Raymond B. Smith, Robert W. <br />Wentz, Jr., H. M. Myers, Jr., City Manager, W. J. O'Brien, Jr., City Attorney. <br /> <br />Mayor Barnes welcomed all visitors in attendance. <br /> <br />Prayer was offered by Councilman King. <br /> <br /> Motion of Mr. Smith and seconded by Mr. Johnson, minutes of the regular meeting of <br />January 22, 1974, to be approved as corrected 73-505 - Abstaining: Wentz, was adopted <br />by the following vote: <br /> <br />Ayes: <br />Nays: <br /> <br />Johnson, King, Smith, Wentz, Barnes <br />None <br /> <br /> 7~-42 The following resolution was presented to W. T. <br />of Planning Commission, dommending him for services on said <br />by unanimous vote: <br /> <br />Goode, Jr., former Chairman <br />commission, and was adopted <br /> <br /> "~HEREAS, W. T. Goode, Jr., has served effectively on the Planning Commission of <br />the City of Portsmouth for twenty years, including service as Chairman for twelve years; <br />and <br /> <br /> WHEREAS, this service demanded a great deal of time, effort and talent to projects <br />and programs of benefit to our Citizenry and the City Government; and <br /> <br /> WHEREAS, he served in a dignified, faithful, impartial and business like manner <br />in all deliberations. <br /> <br /> NO~, TtIEREFORE, BE IT RESOLVED, that this Council extend to Mr. Goode its humble <br />expression of esteem for him serving the City of Portsmouth faithfully and well, and <br />its best wishes for good health, success and prosperity for many years to come. <br /> <br /> BE IT FURTHER RESOLVED that a copy of this resolution be spread upon the minutes <br />of the City Council and that a copy be presented to W. T. Goode, Jr., as a token of <br />esteem mn which the recipient is held by the citizens of Portsmouth." <br /> recognized <br /> 74-43 Mayor Barnes/Dr. Albert G. Loew, Jr., Chairman, Merrimac District Boy Scouts <br />of America~and representatives of the scout trooFs. <br /> <br /> Dr. Loew introduced Jonathan Heely, Eagle Scout, Troop 213, who spoke on positive <br />action, skills and excitement of ScOuting. <br /> <br /> Charles Kinnison, Associate Advisor Explorer, Post 2S1 presented a plaque to Mayor <br />Barnes expressing the purpose of the Boy Scouts of America to provide for ~oys an effec- <br />tive program. <br /> <br /> The Boy Scouts in attendance presented to each member of the Council,'City Manager, <br />City Clerk and City Attorney, a Boy ~Scout pin. Vice Mayor King had Council to relinquish <br />their chairs for the Scouts to occupy the respective chairs for a low,moments. <br /> <br />The following reports from the City Manager were read: <br /> <br /> 74-44 "I submit the attached ordinance and recommend it be placed on first reading <br />This ordinance provides directions and clarification for the City Treasurer and Delinquent <br />Tax Collector as to application of tax monies on accounts where both current and delinquen <br />taxes are owed. The ordinance will carry out the City's policy of applying payments <br />to the oldest tax first." <br /> <br /> On motion Qf Mr. King and seconded by Mr. Smith, the following ordinance was approved <br />on first reading, and'by the following vote: <br /> <br />"AN ORDINANCE TO ~MEND THE CODE OF!THE CITY OF PORTSMOUTH, VIRGINIA, 1973, <br />BY ADDING SECTION 11-73.1 THERETO PERTAINING TO THE PROPER DISPOSIT%ON OF <br />MONIES TENDERED IN PAYMENT OF TAXES, AND AMENDING SECTION 3S-39 THEREOF <br />PERTAINING TO APPLICATION OF PAYMENTS ~DE TO THE COLLECTOR OF DELINQUENT <br />TAXES." <br /> <br />Ayes: Johnson, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br /> 74-45 "I submit the attached ordinance and recommend it be 'placed on first reading <br />This closes a portion of N~shville Avenue located between Randolph Street and Mt. Olive <br />Cemetery. <br /> <br /> This is a paper street and the land is being used by the City's Public Works Depart- <br />ment. The Portsmouth Redevelopment and Housing Authority desires to purchase this <br />land so that they can expand their Maintenance Shop. This has been approved by the <br />Planning Commission and the report of the viewers is attached hereto." <br /> <br /> On motion of Mr. Smith and seconded by Mr. JOhnson, the following ordinance was <br />approved on first reading, and by the following vote: <br /> <br /> <br />
