5~1-8 March 23, 1999 <br /> <br /> NOW, THEREFORE, BE IT RESOLVED, by the Council of the City <br />Portsmouth, Virginia, that the City Manager be, and he hereby is, authorized to execute <br />on behalf of the City of Portsmouth, Virginia, the Definitive Agreement, as amended." <br /> <br />Ayes: Benn, Griffin, Moody, PiBBs, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />-New Business- <br /> <br />99-73 Boards and Commissions <br /> <br />There were no appointments. <br /> <br />99-74 Items Submitted by City Council <br /> <br />Councilman Benn spoke on the last two ships to leave the Norfolk Naval Shipyard, <br />and requested that our citizens keep them in their prayers. <br /> <br />Motion by Mr. Benn, and seconded by Mr. PiBBs, to have the City Manager prepare a <br />resolution related to tolls for consideration by the City Council at its next meeting. <br /> <br />"The resolution is to ask the Virginia Department of TransporLation to identify <br />soumes of funding other than toils for construction of the Pinners Point Interchange, <br />a parallel tube at the Midtown Tunnel, the Martin Luther King Freeway Extension to <br />1-264, improvements to the Brambleton Avenue Interchange, and an intell <br />transportation system to manage traffic flow.- <br /> <br />The sense of my motion is thai this Council be allowed an opportunity at the earliest <br />possible date to take an official and responsible position requesting a funding soume <br />other than tolls, and that this be done in an open setting with appropriate advance <br />notice to the public on April 13, 1999, and was adopted by unanimous vote." <br /> <br />Councilman Whitehurst acknowledged that he had received a requested report on <br />whether Craney island is a part of Portsmouth, and that the report indicated that it is <br />not. <br /> <br />Councilman Moody recognized the volunteers of the Mt. Calvary cemetery for an <br />outstanding clean up. <br /> <br />99-75 Non-Agenda Speakers <br /> <br />1. Fred Schoenfeld, 421 High Street, spoke in opposition to tolls on tunnels. <br /> <br />2. Bob Locke, 1915 Ann Street, spoke in opposition to tolls on tunnels. <br /> <br />3. Duane A. Wilson, 436 Maryland Avenue, spoke in opposition to tolls on tunnels. <br /> <br />4. Jimmie Wilson, 3305 Shadyside Lane, spoke on Portsmouth Safety Town project. <br /> <br />5.
