March 23, 1999 <br /> <br />"A RESOLUTION SUPPORTING THE UTILIZATION OF COMMONWEALTH OF <br />VIRGINIA INDUSTRIAL ACCESS RAILROAD TRACK FUNDS TO PROVIDE <br />RAILROAD ACCESS FOR ARREFF TERMINALS, INC., ON FREDERICK <br />BOULEVARD. <br /> <br /> WHEREAS, ARREFF Terminals, inc.. has expressed its intent and desire to <br />locate its commercial, business or industrial operations on Frederick Boulevard in the <br />City of Portsmouth: and <br /> <br /> WHEREAS, ARREFF Terminals, Inc., and its operation will require rail access: <br />and <br /> <br /> WHEREAS, ARREFF Terminals, Inc., has reported to the City its intent to apply <br />for Industrial Access Railroad Track Funds from the Commonwealth of Virginia's <br />Department of Rail and Public Transportation in the amount of $150,000: and <br /> <br /> WHEREAS, ARREFF Terminals, Inc., has requested that the City Council adop1 <br />a resolution supporting its application for said funds which are administered by the <br />Virginia Department of Rail and Public Transportation. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth Virginia, that the City of Portsmouth endorses and supports the application <br />of ARREFF Terminals, Inc., for $150,000 in Industrial Access Railroad Track Funds and <br />makes known the City's desire and intent to assist the Commonwealth Transportation <br />Board's provision of the maximum financial assistance to ARREFF Terminals, Inc., for <br />the purpose of locating its business, commercial or industrial facility in the City of <br />Portsmouth." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />99-72 - Adoption of a resolution authorizing the City Manager to execute an 'agreement <br /> on behalf of the City of Portsmouth approving the definitive merger agreement <br /> among the Peninsula Transportation District Commission, the Tidewater <br /> Transportation District Commission, and the component governments of the <br /> Commissions. <br /> <br />1. Michael Townes, 1500 Monticello Avenue, provided information from TRT. <br /> <br />Recommendation: <br /> <br />Adoption of a resolution authorizing the City Manager to execute an agreement on <br />behalf of the City of Portsmouth approving the definitive merger agreement among <br />the Peninsula Transportation District Commission, the Tidewater Transportation <br />Distdct Commission, and the component governments of the commissions. <br /> <br />Purpose and Need: <br /> <br />PTDC and 'I-FDC have agreed upon a definitive merger agreement, which als~ <br />requires approval of the seven localities making up the two commissions. <br /> <br />If this agreement is approved by all seven localities, the City Councils wil later be <br />asked to approve the necessary ordinances creating [he Hampton Roads <br />Transportation District Commission, subject to the certification of the Secretary of <br />the Commonwealth <br /> <br />After approval, the localities will appoint two members (plus alternates) to the new <br />commission. <br /> <br />Financial Impact: <br /> <br />It is expected that the merger will create efficiencies that will reduce the costs to the <br />localities. <br /> <br /> <br />
