<br />At a regular City Council meeting held on March 26, 1974, there were present:
<br />
<br />Jack P. Barnes, James W. Holley, Burrell R. John~bn, ~Isaac W. King, Robert~ W.
<br />Wentz, Jr., H. M. Myers; Jr., City Manage.~, W. J. O'Brien, Jr., City Attorney.
<br />Absent: E. Saunders Early, Jr., Raymond B. Smith
<br />Prayer was offered by Councilman King.
<br />
<br /> Motion of Mr. Johnson and seconded by Mr. Holler, the minutes of the regular meeting
<br />of March 12, 1974, to be approved as received, was adopted by the following vote:
<br />
<br />Ayes: Holley, Johnson, King, Barnes
<br />Nays: None
<br />
<br />Gouneitman Wentz entered the Council Chamber.
<br />
<br />Mayor Barnes welcomed all visitors in attendance.
<br />
<br /> 74-111 The following resolution commending MisB Janet Elizabeth Powell upon her
<br />selection as "Miss Portsmouth, 1974", was unanimously adopted:
<br />
<br />"A RESOLUTION COMMEN~ING MISS JANET ELIZABETH POWBLL UPON HER SELECTION AS
<br />'MISS PORTSMOUTH, 1974'
<br />
<br /> WHEREAS, Miss Janet Elizabeth Powell, daughter of Mr. and Mrs. James L. Powell,
<br />Jr., a graduate of Western Branch H~gh School, presently a freshman at Virginia Poly-
<br />technic Institute, was selected as ~Miss PortsmOuth, 19~4~, at a pageant held March
<br />23, 1974; and
<br />
<br /> ~EREAS, during her'four years at Western Branch High School she demonstrated
<br />an interest in school events, being a member of the Honor Society, member of Tri~Mi-Y,
<br />~cheerleader and a member of the Senior Board; and
<br />
<br /> ~MEREAS, Miss Powell has decided to major in Psychology, planning a teaching
<br />career and is interested in a Social Service Program, recognizing the importance of
<br />dedicated attention to their needs; and
<br />
<br /> WHEREAS, the honoree graciously considers the honors and achievements attained
<br />provide mew avenues for encouragement of other young people in reaching worthy goals,
<br />and hopes by continued service to her City as 'Miss Portsmouth'.to demonstrate that
<br />the reward of honor is not in ~itle,~ut in acceptance o£ purposeful challenge.
<br />
<br /> NOW, THEREFORE BE IT RESOLVED, by the Council of the City of Portsmouth, Virginia,
<br />that Miss Powell be hereby commended on behalf of the citizens of this City for her
<br />early achievements, but more important, for her dedication to commendable ideals in
<br />future endeavors.
<br />
<br /> BE IT FURTHER RESOLVED that a copy of this resolution be spread on the minutes
<br />of this Council and that a copy be presented to Miss Janet Elizabeth Powell."
<br />
<br />Mayor Barnes presented Miss Janet Elizabeth Powell with a copy of the resolution.
<br />
<br />The following reports from the City Manager were read:
<br />
<br /> 74-112 "I submit the attached ordinance and recommend it be placed on first readin
<br />This amends Section 10-91 of the Code of the City of Portsmouth and relates to reciprocit'
<br />with regard to certification of electricians. The present section of the Code grants
<br />reciprocity to any person having an established place of business and paying business
<br />license tax to the Cities of Virginia Beach, Norfolk, Chesapeake and Suffolk. The
<br />amendment would allow the City to administratively accept contractors from any other
<br />city when that city grants the same privilege to the contractors registered in our
<br />City. This would eliminate the Code having to be amended to add or subtract names
<br />of specific cities.
<br />
<br /> We often have requests from cities in this area and from electrical contractors
<br />working in our City for reciprocal agreements to prevent examination by each city of
<br />every contractor. This would eliminate delays required when the ordinance must be
<br />amended by adding the name of a city involved, provided the city had a reciprocal ag
<br />with the City of Portsmouth."

<br /> On motion of Mr. King and seconded by Mr. Holley, the following ordinance was
<br />approved on first reading, and by the following vote:
<br />
<br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973,
<br />BY AMENDING SECTION 10-91 THEREOF PERTAINING TO RECIPROCITY WITH OTHER
<br />LOCALITIES WITH REGARD TO CERTIFICATION OF ELECTRICIANS."

<br />Nays: None
<br />
<br /> 74-115 - "I submit the attached ordinance and recommend it be placed on first
<br />reading. This appropriates $25,000 from the Capital Improvement Fund for furnishings
<br />and equipment in the Courtroom to be completed for use of the Traffic Division of the
<br />General District Court, and the courtroom being altered for the Juvenile and Domestic
<br />Relations Court.
