<br /> The resolution is intended to demonstrate Council's aid to the Manager in establish-
<br />ing improved organizational communications for the staff of the City.
<br />
<br /> It is my opinion that this procedure permits the best utilization of administrative
<br />manpower already attached to the office of City Manager."

<br /> On motion of Mr. King and seconded by Mr. Early, the following resolution was adopte(
<br />and by the following vote:
<br />
<br />"A RESOLUTION ESTABLISHING CERTAIN ADMINISTRATIVE POSITIONS WITHIN THE
<br />OFFICE OF THE CITY MANAGER AND AUTHORIZING THE CITY MANAGER TO MAKE
<br />APPOINTMENTS TO SAID POSITIONS.
<br />
<br /> WHEREAS, the City Manager is responsible for the execution of Council
<br />policies and the enforcement of its laws; and
<br />
<br /> WHEREAS, in order to increase the City Manager's ability to carry out said responsi~
<br />bi%ities, a more responsive and efficient structure of organization is necessary; and
<br />
<br /> WHEREAS, the City Manager has requested the creation of the positions of Assistant
<br />City Manager for Operations and Assistant City Manager for Staff Services; and
<br />
<br /> WHEREAS, the Council recognizes that this may be an administrative decision but
<br />is responding to the City Manager's request to take action on the creation of said
<br />positions.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia,
<br />that it hereby creates the positions of Assistant City Manager for Operations and
<br />Assistant City Manager for Staff Services and that the City Manager is hereby authorized
<br />to appoint individuals to serve in these respective positions.
<br />
<br /> BE IT FURTHER RESOLVED that by the enactment of this resolution, the Council
<br />of the City of Portsmouth is attempting to aid the City Manager in achieving an orderly
<br />system of departmental communications, and that this resolution shall not be construed
<br />as amending or altering the Classification and Pay Plan of the City of Portsmouth,
<br />Virginia, 1975~74."
