261 <br /> <br />A~r ii_9_~974 <br /> <br /> 74-150 - "The attached resolution'is submitted for your consideration and I recom- <br />ment its adoption as an added item of business in your April 9 meeting~ <br /> <br /> The resolution is intended to demonstrate Council's aid to the Manager in establish- <br />ing improved organizational communications for the staff of the City. <br /> <br /> It is my opinion that this procedure permits the best utilization of administrative <br />manpower already attached to the office of City Manager." <br /> <br /> On motion of Mr. King and seconded by Mr. Early, the following resolution was adopte( <br />and by the following vote: <br /> <br />"A RESOLUTION ESTABLISHING CERTAIN ADMINISTRATIVE POSITIONS WITHIN THE <br />OFFICE OF THE CITY MANAGER AND AUTHORIZING THE CITY MANAGER TO MAKE <br />APPOINTMENTS TO SAID POSITIONS. <br /> <br /> WHEREAS, the City Manager is responsible for the execution of Council <br />policies and the enforcement of its laws; and <br /> <br /> WHEREAS, in order to increase the City Manager's ability to carry out said responsi~ <br />bi%ities, a more responsive and efficient structure of organization is necessary; and <br /> <br /> WHEREAS, the City Manager has requested the creation of the positions of Assistant <br />City Manager for Operations and Assistant City Manager for Staff Services; and <br /> <br /> WHEREAS, the Council recognizes that this may be an administrative decision but <br />is responding to the City Manager's request to take action on the creation of said <br />positions. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that it hereby creates the positions of Assistant City Manager for Operations and <br />Assistant City Manager for Staff Services and that the City Manager is hereby authorized <br />to appoint individuals to serve in these respective positions. <br /> <br /> BE IT FURTHER RESOLVED that by the enactment of this resolution, the Council <br />of the City of Portsmouth is attempting to aid the City Manager in achieving an orderly <br />system of departmental communications, and that this resolution shall not be construed <br />as amending or altering the Classification and Pay Plan of the City of Portsmouth, <br />Virginia, 1975~74." <br /> <br />Ayes: Early, Holley, Johnson, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br />- UNFINISHED BUSINESS <br /> <br /> 74-112 The following ordinance approved on first reading at last meeting, <br />taken up and read: <br /> <br />"AN ORDINANCE TO ~4END THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, <br />BY AMENDING SECTION 10-91 THEREOF PERTAINING TO RECIPROCITY WITH OTHER <br />LOCALITIES WITH REGARD TO~ CERTIFICATION OF ELECTRICIANS." <br /> <br /> On motion of Mr. Johnson and seconded by Mr. Smith, the ordinance was adopted, <br />and by the following vote: <br /> <br />Ayes: Early, Holley, Johnson, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br /> 74-113 The following ordinance approved on first reading at last meeting, <br />taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $23,000 FROM THE GENERAL CAPITAL IMPROVEMENT <br />FUND TO PURCHASE FURNISHINGS FOR THE GENERAL DISTRICT COURTROOM." <br /> <br /> On motion of Mr. King and seconded by Mr. Smith,.the ordinanc~-'was~adopt~d~ <br />~he'fol!owing vote: <br /> <br />Ayes: Early, <br />Nays: None <br />'Abstaining: Wentz <br /> <br />Holley, Johnson, King, Smith, Barnes <br /> <br /> 74-114 The following ordinance approved on first reading at last meeting, <br />taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $102,465 FROM THE GENERAL CAPITAL IMPROVEMENT <br />FUND FOR IMPROVEMENTS TO HARRIS ROAD AND AFTON PARKWAY." <br /> <br /> On motion of Mr. KingT~and seconded by Mr. Smith, the ordinance was adopted, <br />the following vote: <br /> <br />Ayes: Early, Holley, Johnson, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br />was <br /> <br />was <br /> <br />ahd by <br /> <br />was <br /> <br />and by <br /> <br /> <br />
