<br /> We have been advised by the Portsmouth Redevelopment and t~using Authority that
<br />the street improvements such as the widening of Wool Avenue were not crucial to the
<br />development of the first subdivision to be placed in Mount Hermon. The widening of
<br />Wool Avenue is one instance where a problem will be created in that the street extends
<br />beyond the project boundary lines.
<br />
<br /> I am requesting that the Engineering Department furnish me with an updated schedule
<br />for all improvements in the Mount Hermon Project as soon ~s possible. I will discuss
<br />this schedule with the Chairman of the ~Ount H~rmo~-Projedt Area Committee as soon
<br />as the information is made available to me."
<br />
<br /> Motion of Mr. Holley_and seconded by Mr. Smith, that the report be accepted and a
<br />copy of the report to be sent to Chairman of PAC, was adopted by unanimous vote.

<br /> 74-148 "The attached resolution is submitted for your consideration and I recomme:
<br />its adoption. This directs the City Manager to apply for a permit from the Virginia
<br />Department of Highways to install a storm drain in the right-of-way of the proposed
<br />Western Freeway. This is to be a forty-two inch concrete drain which will be under
<br />the Western Freeway east of Towne Point Road and west of Cedar Lane. This is part
<br />of an off-site drainage system for Academy Park Apartments and other developments in
<br />this area. It is also necessary that the Manager sign a bond in the amount of $1,000
<br />to indemnify the Commonwealth of Virginia against damage and injury to the highway
<br />and to persons or property lawfully upon such highway."
<br />
<br /> On motion of Mr. King and seconded by'Mr. Smith, the following resolution was
<br />adopted, and by the following vote:
<br />
<br />"A RESOLUTION DIRECTING THE CITY ~tANAGER TO APPLY FOR A PERMIT FROM THE
<br />VIRGINIA DEPARTMENT OF HIGHWAYS TO INSTALL A FORTY-TWO INCH REINFORCED
<br />CONCRETE STORM DRAIN BETWEEN TOWNE POINT ROAD AND CEDAR LANE IN THE
<br />RIGHT-OF-WAY OF THE PROPOSED WESTERN FREEWAY, AND TO SIGN A BOND IN THE
<br />AMOUNT OF $1,000.00 FOR SAID PROJECT.
<br />
<br /> WHEREAS, it becomes necessary from time to time for the City of Portsmouth to
<br />obtain permits from the Virginia Department of Highways to install, construct, reconstru
<br />maintain and operate certain public works along, across, over and upon the highway
<br />system of Virginia; and
<br />
<br /> WHEREAS, expense, damage or injury may be sustained by the Commonwealth of Virginia
<br />growing out of the granting to said City of Portsmouth by ~the Virginia Department of
<br />Highways of said permits for the work aforesaid; and
<br />
<br /> WHEREAS, one of the conditions of such permit or permits is that the City of Ports~
<br />mouth shall indemnify the Commonwealth of Virginia against all damages and injuries
<br />to the highways and bridges and to property lawfully upon such highways.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia,
<br />that the City Manager be, and he hereby is directed to apply for a permit from the
<br />Virginia Department of Highways to install a forty-two inch reinforced concrete storm
<br />drain and to sign a bond in the form attached hereto in the amount of One Thousand
<br />and 00/100 C$1,000.00) Dollars, for the hereinabove mentioned project."

<br /> 74-149 "This is to request that the City Council authorize and direct the City
<br />Manager to enter into a contract with A. S. Bolling Company, Inc., for improvements
<br />to streets and drainage in the Park View Conservation Project. The E~gineering Departme~
<br />advertised this project for bids and on October 2, 1975, only one bid was received
<br />in the amount of $222,197 from A. S. Bolling Company, Inc. The Engineering Department
<br />has been successful in negotiating the contract down to $204,228 and I recommend approva
<br />of this negotiated amount. The total cost of the project will be $258,550, of which
<br />the contract will be $204,228; contingencies, $20,422; and engineering inspection,
<br />$33,699.
<br />
<br /> The cost of this project, together with previous expenditures made for the Park
<br />View Conservation Project, brings the City's non-cash c~mmitments through June 30,
<br />1974, to $466,135. The City had committed $421,657 in improvements in Park View, Projec
<br />VA-R-48, for 1972-73 and 1973-74; therefore, upon award of this contract, we will have
<br />committed approximately $40,000 more than was earmarked in the 5-Year Capital Improvemen
<br />Plan."
