<br />that it be placed on first reading. This appropriates $S6,100 f.rom the Capital Improve-
<br />ment Fund for installation of a 12-inch water main on the new Churchland Bridge. This
<br />main is to replace an existing underwater main adjacent to the old bridge. The City
<br />Council recently authorized the State Highway Department to include this new main and
<br />agreed to pay on the basis of cost plus 10%. Funds to cover the cost of this work
<br />will come from unallocated Utility Bond proceeds."

<br />that it be placed on first reading. This appropriates $15,000 from the Port Facility
<br />Debt Service Fund for legal services rendered to Portsmouth Port and Industrial Com-
<br />mission in connection with the new Sea-Land Services, Inc., terminal.

<br /> The legal fees to be paid from these funds are for preparation of construction
<br />leases, indenture leases, and the lease agreement with Sea-Land Services, Inc. Also,
<br />included in this authorization are funds for conferences and negotiations with the
<br />representatives of Sea-Land in Newark, New Jersey, Virginia Port Authority, and the
<br />City's Bond Counsel in New York."

<br /> NEGOTIATIONS CONCERNING THE SEA-LAND TERMINAL FACILITY."

<br /> 74-145 "The attached ordinance is submitted for your consideration and I recommen
<br />that it be placed on first reading. This appropriates $190,000 from the Capital Improve-
<br />ment Fund for improvements to River Shore Road and Hedgerow Lane. These improvements
<br />are necessary due to housing projects now underway or soon to he started in this area.
<br />This work will include curbs and gutters, street widening and street improvements to
<br />River Shore Road north from Hawthorne Lane and to Hedgerow Lane east and west of River
<br />Shore Road. The cost of these improvements are to be apportioned as follows:
<br />
<br />(1) Southampton, Phase I $ 54,795
<br />(2) Owners of the presently unde-
<br /> veloped northeast corner $ 68,853
<br />(3) School site $100,000
<br />(4) City of Portsmouth $189i478
<br />
<br /> This brings to a total for all costs involved the amount of $393,124. The $100,000
<br />for the school site was in the monies requested by t.he School Board recently for schools
<br />land, etc.
<br />
<br /> This project is not in our 5-year Capital Improvement Program. Therefore, it
<br />will be necessary to reduce or delay capital projects in the amount of $190.,000 for
<br />this construction work.
