Taylor, 5020 Oak Hill <br />Avenue, was read: <br /> <br /> "I respectfully request to speak at the Council meeting scheduled for April 9, 1974 <br />The subject that I would like to discuss pertains to the reassignment instead of the <br />reinstatement of former Deputy Chief of Police Robert E. Joyner. It would be appreciate <br />if you would confirm this request by mail or phone. My number ms 484-1847.' <br /> <br />Mr. Taylor spoke. <br /> <br /> Motion of Mr. Smith and seconded by Mr. Early, the matter to be referred to the <br />City Manager, was adopted by unanimous vote. <br /> <br />74-154 The following letter received from Director of Planning was read: <br /> <br /> "At its regular monthly meeting'on April 2, t974, the City Planning Commission <br />publicly reviewed and acted upon the following street closure application: <br /> <br />S 74-5 <br /> <br />Application by Attorney <br />7010, Norfolk, Virginia <br />hereafter: <br /> <br />Vincent Parker for KBN, Inc. of Post Office Box <br />to close the portion of Military Road described <br /> <br />Beginning at the southwest intersection of Victory Boulevard and Military <br />Road; thence northwesterly alon~ the southerly line of Military Road north <br />41o43'oo'' 128.17 feet; thence north 48°17'27'' east 30 feet, more or less, <br />to the northerly line of Military Road; thence south 41°43'00'' east along <br />the northerly line of Military Road to the northwest intersection of <br />Victory Boulevard and Military Road; and thence north 85°45'00'' west across <br />Military Road to the point of beginning; it being the portion of Military <br />Road contiguous with Parcel 18 on Plate 487 on the Tax Maps of the City of <br />Portsmouth. <br /> <br /> Inasmuch as Military Road north of Victory Boulevard neither leads to a significant <br />destination (it just dead-ends against the golf course) nor has any developable lots <br />fronting on it~ and inasmuch as there is neither incentive for private improvement of <br />this paper street nor is ther any likelihood of its inclusion in the city capital~budget <br />it was resolved by the Planning Commission that it ascertains no reason for the contin- <br />uation of this paper street known as 'Military Road' north of Victory Boulevard and, the~ <br />fore, recommednds its closure/vacation, subject only to retention of easements for <br />drainage and utility purposes." <br /> <br /> Motion of Mr. Smith and seconded by Mr. Barly, to be referred to the City Attorney <br />for proper handling, was adopted by unanimous vote. <br /> <br />74-155 - The followiBg letter received from Dirsctor of Planning was read: <br /> <br /> "At its regular monthly meeting on April 2, 1974, the City Planning Commission <br />received from the City Manager's Workable Program Coordination Committee a proposal <br />which last month was favorably reviewed by the Ci:tizens Advisory Committee. It suggests <br />that an area designated 'PORT NORFOLK-MERRIMAC POINT' be officially approved as the next <br />section of Portsmouth for application of our coordinated-systematic codes enforcement <br />effort. Involved are 97 city blocks, 1,700 structures and 2,000 housing units in which <br />it is estimated 5,000 persons currently reside. Maps with the above title have been <br />prepared describing this urban area in considerable detail. Civic contacts have been <br />made and a preliminary public forum held during which municipal staff members discussed <br />this subject with interested neighborhood residents. Pursuant to its assigned role in <br />this process, the Planning Commission publicly reviewed this matter and resolved to re- <br />commend that a program be pursued in this area and that City Council by resolution <br />recognize the need and officially sanction the program. <br /> <br /> Toward this end, the City PlanniBB Commission also reviewed the process through <br />which each coordinated-systematic codes enforcement area program must pass. Staff <br />planners laid out this process in chart format which the Commission reviewed and revised. <br />This chart titled CODES ENFORCEMgNT PHASE, WORKABLE PROGRAM FOR COMLMUNITY IMPROUBMENT, <br />CODES CYCLE' is submitted to you by the Planning Commiss~ion as a tangible step in improv- <br />ing a municipal service program. Our overall concern for urban conservation and renewal <br />must include among it s components a codes enforcement program able to cope with spreadin <br />blight and deterioration." <br /> <br /> Motion of Mr. Barly and seconded by Mr. Smith, to be received as information and <br />a report be made to City Council regarding code enforcement that were conducted in other <br />areas, was adopted by unanimous vote. <br /> <br /> <br />
