King, Raymond B. Smith, Robert W. Wentz, Jr., Phin Horton, City <br />Manager, D. R. Hagemeister, Acting City Attorney. <br /> <br /> Prayer was offered by Councilman King, and was followed <br />the Flag. <br /> Mayor Barnes welcomed all visitors in attendance. <br /> <br />by the Pledge <br /> <br />of Allegiance <br /> <br /> Motion of Mr. Smith and seconded by Mr. Early, <br />of April 23, 1974, to be approved as received, was <br /> <br />the minutes of the regular meeting <br />adopted by the following vote: <br /> <br />Ayes: Early, Holley, Johnson, King, Smith, Wentz, Barnes <br />Nays: None <br /> <br />74-181 Public Hearing was held on Cable TV~with the following parties speaking: <br /> <br />H. Thomas Fennell, Jr., Attorney, spoke On behalf of Cox Cable of Portsmouth, Inc. <br />L. L. Herzog, representative of Cox Cable Communications, Inc., Atlanta, Ga. <br />Henry W. Harris, President, Cox Cable Communications, Inc., Atlanta, Ga. <br />Mrs. Dorothy M. Hill, Chairman, Issues in Communiaation, Portsmouth Branch, <br />American Association of University Women, spoke in favor of having cable TV in our city. <br />(See Exhibit 74-181) <br /> <br /> Motion of Mr. Wentz, <br />to Cable Television Study <br />unanimous vote. <br /> <br />and seconded by Mr. E~rly, the application and big to be referr¢ <br />Commission for consideration and recommendation, was adopted by <br /> <br />The following reports from the City Manager were read: <br /> <br /> 74-182 "The attached resolution is submitted for your consideration and I recommend <br />its adoption. This authorizes and directs the City Manager to advertise and receive <br />bids for City-owned property ~ocated on the north side of London Boulevard between <br />Idlewood Avenue and Sandpiper Drive. <br /> <br /> This parcel is a residual piece which was acquired but not utilized in the construc- <br />tion of London Boulevard and the City has no further need for this property. At its <br />meeting on January 2, 1973, the Planning Commission reviewed a petition of the City <br />Attorney's Office for Mr. Robert Basham to exchange a strip of his property on North <br />Street for the triangle of land between his home and London Boulevard. <br /> <br /> Approval of this exchange has been recommended by the City Attorney's Office, <br />City Assessor's Office and the Planning Conunission. <br /> <br /> On motion of Mr. King and seconded by Mr. Early, the following resolution was <br />adopted and by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING AWD DIRECTING THE CITY ~NAGER TO ADVERTISE AND <br />RECEIVE BIDS FOR CERTAIN CITY-OWNED PROPERTY (LONDON BOULEVARD JIB PARCEL). <br /> <br /> WHEREAS, the City of Portsmouth currently owns a parcel of land located on the <br />north side of London Boulevard between Idlewood Avenue and Sandpiper Drive; and <br /> <br /> WHEREAS, the parcel is more fully identified as shown on Tax Plate 78, on file <br />in the Office of the City Assessor; and <br /> <br /> WHEREAS, said parcel is a residual piece which was acquired but not utilized in <br />the construction of London Boulevard; and <br /> <br /> WHEREAS, the City of Portsmouth has no further need for a portion of the said <br />parcel and it is, therefore, surplus property. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of Portsmouth, Virginia, <br />that the City Manager be, and he hereby is, authorized and directed to advertise and <br />receive bids for the hereinabove described property on such terms and subject to such <br />minimum bid restrictions as he may deem proper." <br /> <br /> Ayes: Early, Holley,:Johnson, King, Smith, Wentz, Barnes <br /> Nays: None <br /> <br /> 74-183 - "The attached ordinance is submitted for your consideration and I recommend <br />that it be placed on first reading. This appropriates $4~,119 from the Capital Improve~ <br />merit Fund for the extension of sanitary sewers. <br /> <br /> In the above appropriation, $21,000 is to cover the'cost of the construction of <br />sanitary sewers on Victory Boulevard at Francis Street. The project will extend sewer <br />service along Victory Boulevard approximately 825 feet west of Francis Street. This <br />area was not included in the recently completed Smithfield Road/Francis Street project. <br /> <br /> The balance of the above appropriation of $23,119 .is for projects in the Elizabeth <br />Acres/Mayflower Park area. These funds are Federal reimbursements received for the <br />sewer projects completed in this area and previously expended. <br /> <br /> The $23,119 are Federal funds received as reimbursements and the $21,000 will <br /> <br /> <br />
