<br /> WHEREAS, locating additional military housing units in Portsmouth would prevent
<br />utilization of such property by private developers or owners which would generate tax
<br />revenues for the City; and
<br />
<br /> WHF~EAS, the City of Portsmouth already suffers from an extremely high degree of
<br />tax-exempt government property located within its boundaries and supports nearly 5,000
<br />subsidized housing units for lower income families; and
<br />
<br /> WHEREAS, utilization of the Williams Court property for military housing will create
<br />a substantial demand for municipal services, without any increase in tax revenues.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia,
<br />that this Council does firmly and earnestly express its strong opposition to utilizatio~
<br />of Williams Court for military housing.
<br />
<br /> BE IT FURTHER RESOLVED that the City Clerk is directed to send certified copies
<br />of this resolution to all concerned members of the Virginia congressional delegation."

<br /> 74~251 The following letter from William E. Kube, Chairman, Portsmouth Retirement
<br />Board, was presented:
<br />
<br /> "On May 21, 1974, Mr. Ben Andrews, a former policeman, appeared before the Retire-
<br />ment Board regarding fifteen (15[ years service with the Police Department, from 1928
<br />to 1943 and requested that he be granted a pension for this serviae.
<br />
<br /> Attached hereto for your ready reference is copy of Chapter 19 of the 1951 Code
<br />of the City of Portsmouth, Virginia~ Your attention is called to Section 19-1 which
<br />states that a policeman may retire who was injured in the line of duty and has become
<br />physically unfit to perform active service by reason of the injury. Also attached hereto
<br />for your information, is copy of letter from Mr. D. R. Hagemeister, Acting City Attorney,
<br />pertaining to this matter.
<br />
<br /> It is the opinion of the Retirement Board that
<br />would not be eligible for retirement as he was not
<br />normal retirement.

<br />service, that appropriate Council action would be necessary in this matter."
