<br /> The following agenda items were presented by the City Manager:

<br /> 74-254 "The attached ordinance is submitted for your consideration and
<br />that it be placed on first reading. This appropriates a total of $247,095 in
<br />Grants Fund reflecting o~ an individual basis the following:
<br />
<br /> (1) $200,000 for Crisis ~n~ervention Training for the Police Department.
<br /> This is a joint program between the Cities of Chesapeake and Portsmouth,
<br /> ~±th the City of Portsmouth acting as grant administrator. This program
<br /> consists of intensive training for a total of 200 police officers.
<br />
<br /> (2) $16,700 for homemaker and health aid services to Portsmouth citizens
<br /> 60 years of age and older. The administration of services will be by
<br /> the Portsmouth Area Health and Home Care, Inc.
<br />
<br /> (3) $14,388 for the second year funding of the Senior Citizens Program
<br /> Coordinator.

<br />$11,606 for an Alcohol Safety Action Program. These funds will be
<br />used to develop the necessary plans and data base for the implementation
<br />of an Alcohol Safety Action Program in the Cities of Portsmouth and
<br />Suffolk.

<br />(5) $5,175 for two summer interns for the office of the Commonwealth's
<br /> Attorney.
<br />
<br />(6) $1,226 for an education and training course for the Commonwealth's
<br /> Attorney.
<br />
<br /> The hard cash match for these grants, in total, is $221."

<br /> On motion of Mr. Smith and seconded by Mr. Early, the following was a~proved on

<br /> "Ordinance on first reading to appropriate $5,452,422 for the Capital
<br />Fund for the construction of the Sea-Land Terminal and buildings at Pinners
<br />
<br /> Included in the above appropriation are the contract prices for dredging, wharfage,
<br />and storgge area at a' cost of ~4,310,283. The balance of the appropriation is for paving,
<br />buildings, design inspection and contingencies. The funds required for this appropriation
<br />will be furnished from the revenue bond issue authorized by referendum in November of 1970,
<br />
