372 <br /> <br />September 10, 1974 <br /> <br />Cox Cable of portsmouth, Inc. agrees that it shall for the full term of this <br />agreement at all times fulfill its obligation to develop, design, construct, <br />operate and maintain a cable television communications system-in a manner con- <br />sistent with public interest, convenience and necessity; and consistent with <br />all local, federal and sgate laws and regulations." <br /> <br /> Motion of Mr. Wentz and seconded by Mr. Early, to <br />"regulations" in paragraph 4; include "the obligations <br />shall also include all r6sponsibilities undertaken in <br />adopted as amended by the following vote: <br /> <br />approve the agreement and after <br />of Cox Cable of Portsmouth, Inc. <br />its bid of April 10, 1974", to be <br /> <br />Ayes: Early, Elliott, Oast, Wentz <br />Nays: None <br />Abstaining: Barnes, Holley, Davis <br /> <br />NEW BUS[NESS <br /> <br /> 74-391 The following report received from William D. Beard, Chairman, Planning <br />~ommission, was presented: <br /> <br /> "Mounting complexity of urban government is evidenced in experience of this lay <br />citizen advisory board. Inflation dictates cutback, while increased public awareness <br />and civic participation contribute to a clamor for improved facilities, services and <br />environment. An urban highway must be assessed as a transportation corridor having <br />measurable impacts upon adjacent land use. Local goals are commended but often clouded <br />hY conflictJ_mg National and State standards. Seemingly local problems become regional iss <br />as Hampton Roads communities coalesce. The Commonwealth lacks a consistent police for <br />municipal definition in its metropolitan areas where Virginia growth is surging around <br />the State's historic core cities. To cope with such change, new management mechanisms an( <br />procedures must be perfected. Our Commission acknowledges this need and pledges its con4 <br />t&nued sup~grt for imprgvements in our municipal planning ca~abitities. <br /> <br /> On the cover and in Paragraph B is outlined Office of City Planning contributions <br />to program budgeting and management by objectives. We support the City Manager in this <br />regard and recognzze his generosity in reacting to related budget requests. Our work is <br />affected by resources available. The_American Society of Planning Officials PAS ~299 <br />Report of February lists municipal contributions per capita for the Cities of Metropolita] <br />Hampton Roads: Chesapeake, $1.19; Hampton, $1.17; Newport News, ~'1.41; Norfolk, ~1.02; <br />Portsmouth, 80{; Virginia Beach, $1.35. Our projected program would exceed one dollar <br />per capita. <br /> <br /> In our 29th year, the Commission was strengthened by~ appointment of its first female <br />member. We paused in January to welcome her and to bid farewell to W, T. Goode whose 20 <br />years of service was recognized in May by the Virginia Citizens Planning Association. Thi <br />citation is included in this report to serve as an example of civic leadership at a time <br />when our Nation needs local leaders willing to make the necessary sacrifices." <br /> <br /> Motion of Mr. Holley and seconded by Mr. Wentz, to receive the report as information <br />was adopted by unanimous vote. <br /> <br /> 74-392 - The following request to speak received from the Cradock Pro~e.r%y~nmr$' <br />Assn., was read: <br /> <br /> "At ~he regularly scheduled meeting of the Cradock Property O~ners' Association, <br />held on September 3rd, it was voted that a letter be sent to you requesting permission <br />for Mrs. Gall Kettlewell to speak on behalf of our Association for the purpose of proposin <br />the establishment of a Juvenile and Domestic Relations Court Advisory Council." <br /> <br />Mrs. Gail Kettlewell spoke. <br /> <br /> Motion of Mr. Barnes and seconded by Mr..Oast-that consideration of the appointment <br />of members of Juvenile and Domestic Relations Court Advisory Council be referred to con- <br />ference by the first of October; also the City Clerk obtain and furnish all related <br />correspondence and list of persons recommended to serve on the Advisory Council, was <br />adopted by unanimou~ vote. <br /> <br /> 74-393 - Motinn of Mr. Wentz and seconded by. Mr. Barnes, to go into the election of <br />a member to the Craney Island Study Commission, was adopted by unanimous vo~e. <br /> <br />Mr. Early nominated Will M. Quinn, Jr. <br /> <br /> Motion of Mr. Wentz and seconded by Mr. Holley, to close <br />was elected as a member to the Craney Island Study Commission, <br />who resigned, was adopted by unanimous vote. <br /> <br />nominations and Mr. Quinn <br />replacing Evelyn H. Gift, <br /> <br />an <br />of: <br /> <br />74-394 <br />executive <br /> <br />Motion of Mr. Elliott and seconded by Mr~ Wentz, that the Council meet in <br />session prior to the next regularly scheduled Council meeting for the purpose <br /> <br /> <br />
