369 <br /> <br /> Historically, and in accordance with Section 37-28 of the Code, it has been the <br />authorized practice of the City Manager to designate the stands for taxicab operators. <br />At my meeting with taxicab owners on August 12, 1974, it'was the overwhelming majority's <br />conclusion that the stand designations as presently ~ssigned (Exhibit I) be continued. <br />The major justifications for continuing the present stand designations are: (1) present <br />stand designations approximate one stand space for each operating taxicab (60 cabs <br />and 61 stands), (2) most cab calls are handled via the radio dispatcher system and <br />the location of the stand is not a major determinate of business volume or share of <br />the market, and (3) the present geographical dispersal of stand locations assure taxicab <br />availability for specific sections of the City Which might otherwise be deprived of <br />readily available taxicabs. <br /> <br /> In response to the taxicab owners' requests and discussions; the following Code <br />changes are proposed and recommended: <br /> <br />Section 37-1, Line two <br />words "person who is a <br /> <br />- Replace the Word "female" With the <br /> <br />Section 37-53 - Delete completely to remedy its conflict With <br />Section 37-21. <br /> <br />Section 37-33 - Delete entire section. (Cruising and soliciting <br />will be authorized.) <br /> <br />Section 37-28 - Delete that part of section ~eginning on line <br />five after the word "river". ~ <br /> <br />Section 37-56 (b) - Delete word "wilful" at beginning of line <br />and add the word "appearance" after the words "good order". <br /> <br />Section 37-56 - Specific authority for the City Manager to <br />suspend for a period of 90 days the certificate or license <br />of any owner who does not meet the statutory or administrative <br />requirements of this code and that upon the failure to remedy <br />the cause of such suspension after two consecutive periods <br />(180 days) that the license and permit must be revoked. <br /> <br />Section 37-80 Include after the word "transported" except <br />a taxicab hired on an hourly basis or contracted for a trip <br />ou~ of the City with such duly entered on the driver's manifest. <br /> <br /> While I am sensitive to the business, stand, and driver's license fees as charged <br />by the City, I am not prepared at this time to make any recommended changes, nor do <br />I propose any change in other fees or fares. <br /> <br /> In addition to the Code changes, I propose that each zab be required to be in <br />operation for at least 30 days of each calendar quarter and that cabs not meeting this <br />requirement will have their permits suspended for not more than 90 days.
