Williams, Assistant City Manager for Finance and Staff Services, <br />H. M. Myers, Jr., Assistant City Manager for Operations, D. R. Hagemeister, <br />City Attorney. <br /> <br /> The Rev. Emory E. Byrum, Pastor, Cradock Baptist Church, opened the meeting with <br />prayer, followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Davis welcomed al/ visitors in attendance. <br /> <br /> The minutes of the regular meeting of August 27, 1974, to be approved as received, <br />was adopted by unanimous vote. <br /> <br />The following agenda items were presented by the City Manager: <br /> <br /> 74-380 "Consideration of ordinance on first reading appropriating $1,000 from the <br />Capital Improvement Fund for the purpose of acquiring a right-of-way for easement for an <br />existing 36-inch concrete storm drain on property owned by Sam J. and Eleanor L. Williams <br />105 Shore Drive. <br /> <br /> To avoid destroying some trees in the way of a planned storm drain installation, the <br />City of Chesapeake moved the line to convenience the property owner. To clear up our <br />%agal right to use the property and maintain the existing drain use the property and main- <br />tain the existing drain line, it is necessary to obtain such an easement. This appropria- <br />tion will permit the City Attorney's office to consummate the agreement as previously <br />negotiated. The City Manager recommends adoption." <br /> <br /> On motion of Mr. Hotley and seconded by Mr. Wentz, the following ordinance was ap- <br />proved on first reading by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $1,000 FROM THE GENERAL CAPITAL <br />FUND FOR THE PURCHASE OF AN EASEMENT TO PROPECT AN EXISTING <br />S~RM DRAIN." <br /> <br /> INPROVEMENT <br />36 INCH CONCRETE <br /> <br /> 74-381 "Consideration of ordinance on first reading to amend the City Code to <br />prohibit truck traffic on Grayson Street between Orange and High Streets. <br /> <br /> The Traffic Engineer has completed a study of traffic~on Grayson Street between <br />Orange and. High Streets. The study indicates heavy truck traffic on this section of <br />Grayson Street. This is a residential area and the roadway is not-designed to handle <br />heavy truck traffic. The City Manager recommends adoption of this ordinance." <br /> <br /> On motion of Mr..Early and seconded by Mr. Wentz, the following ordinance was ap- <br />proved on first reading by unanimous vote: <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, <br />BY AMENDING SECT%ON 23-13 THEREOF PERTAINING TO THE PROHIBITION OF MOTOR <br />TRUCKS FROM USING CERTAIN CITY STREETS." <br /> <br /> 74-382 "Consideration of ordinance on first reading to repeal Section 23-174 which <br />designates a portion of Columbia Street as a one-way street. <br /> <br /> This ordinance would repeal Section 23-174 of the City Code which makes Columbia <br />Street one-way eastbound between Court Street and Crawford Street. The purpose of the <br />repeal of this section would be to allow two-way traffic over this part of Columbia <br />Street. This improves the roadway network in conjunction with the Crawford Connector. <br />The City Mana.ger recommends adoption of the ordinance." <br /> <br /> On motion of Mr. Holley and seconded by Mr. Elliott, the following ordinance was ap- <br />proved on first reading by unanimous vote: <br /> <br />AN ORDINANCE AMENDING THE CODE OF THE CITY OF PORTSMOUTH, VIRGINA, 1973, BY <br />REPEALING SECT$ON 23-174 THEREOF PERTAINING TO ONE-WAY STREETS." <br /> <br /> 74-383 "Consideration of ordinance on first reading to close a portion of Louisa <br />Street between County Street~and the Seaboard Coast Line Railroad. <br /> <br /> The Planning Commission has approved this proposed closure which is sought by <br />Charles A. and Judith A. Langreder. The viewers have examined this street and submitted <br />a report recommending closure Which is attached. The City Manager recommends adoption <br />of this ordinance." <br /> <br /> On motion of Mr. Early and seconded by Mr. Elliott, the following ordinance was ap- <br />proved on first reading by unanimous vote: <br /> <br />"AN ORDINANCE CLOSING A PORTION OF LOUISA AVENUE BETWEEN COUNTY STREET AND <br />RIGHT OF WAY OF SEABOARD COASTLINE RAILROAD (S-74-9)." <br /> <br /> 74-384 "Consideration of ordinance on first reading to close an alley located <br />west of the intersection of Leckie Street and Peninsula Avenue. <br /> <br /> <br />
