September 17, 1974 <br /> <br /> At a regular meeting of the City Council, held on September 17, 1974, there were <br />present: <br /> <br />Richard J. Davis, gack P. Barnes, E. Saunders Early, Jr., Archie Elliott, Jr., <br />games W. Holley~ ~dward L. Oast, Jr., Robert W. Wentz, Jr., Phin Horton, City <br />Manager, R~ T. Williams, Assistant City Manager for Finance and Staff Services, <br />D. R. Hagemeister, City Attorney. <br /> <br /> The Rev. John N. Ashenfel~er, Pastor, Cradock Presbyterian Church, opened the <br />meeting with prayer, followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Davis welcomed all visitors in attendance. <br /> <br /> The minutes of the regular meeting of September 10, 1974, to be approved as correctec <br />under Item 74-363, vote of Dr. Holley recorded as "aye", and Dr. Holley stated he voted <br />"nay". <br /> <br />The following agenda items were presented by the City Manager: <br /> <br /> 74-395 - "Consideration of an ordinance on first reading <br />from the Federal Revenue Sharing Trust Fund in the categories <br />Equipment for General and Multi-Purpose Use. <br /> <br />to appropriate $14,792.77 <br />of Public Safety and <br /> <br /> This appropriation represents the interest earned on Entitlement IV for the three- <br />month period of June through August, 1974." <br /> <br /> On motion of Mr. Holley and seconded by Mr. Wentz, the following ordinance was <br />approved on first reading by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE S14,792.77 FROM THE FEDERAL REVENUE SHARING <br />TRUST FUND IN THE CATEGORIES OF PUBLIC SAFETY AND EQUIPMENT FOR GENERAL <br />AND MULTI-PURPOSE USE." <br /> <br /> 74-396 "G~msideration of an ordinance on first <br />from the General Fund for recreational materials and <br />Relations Program and purchase of equipment included <br />ment IV. <br /> <br />reading to appropriate $14,792.77 <br />supplies for the Police-Community <br />in the Actual Use Report for Entitle- <br /> <br /> The Federal grant for the 4th year funding~of Police-Community Relations was not app: <br />for 1974-75. .The personnel have been funded in the General Operating Budget and these ad- <br />ditional funds are necessary to provide the recreational materials and supplies needed for <br />this program." <br /> <br /> On motion of Mr. Wentz and seconded by Mr. Elliott, the following ordinance was <br />approved on first reading by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $14,792.77 FROM THE GENERAL FUND FOR RECREATIONAL <br />MATERIALS AND SUPPLIES FOR THE~POLICE COMMUNITY RELATIONS PROGRAM AND THE PUR- <br />CHASE OF-EQUIPMENT INCLUDED IN THE ACTUAL USE REPORT OF ENTITLEMENT IV REVENUE <br />SHARING ~UNDS." <br /> <br /> 74-397~- "Consideration of an ordinance on first reading to amend Section 10-65.5 <br />of the City Code pertaining to qualifying for the exemption of real estate~taxes for <br />certain slderly persons. <br /> <br /> Many elderly tax payers who were eligible and certified for tax relief during the <br />last two quarters of 1973-74 inadvertently_failed to apply for recertification for the <br />tax exemption for the current fiscal year. This amendment would permit those persons <br />previously certified to submit applications until October 31 in order to obtain certi- <br />fication fd~?-f~scatC~w~Sa~ Certification will be effective as of July 1, 1974." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Elliott, the following ordinance was <br />approved on first reading by unanimous vote: <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGIN~, BY <br />ADDING THERETO A NEW SECTION NUMBERED 10=65.7 PERTAINING TO THE ELIGIBILITY <br />FOR TAX EXEMPTIONS FOR CERTAIN ELDERLY PERSONS." <br /> <br /> 74-398 "Consideration of an ordinance on first reading to appropriate $15,000 <br />from the General Capital Improvement Fund for architectural and engineering fees for <br />renovation of a City building located at 418 High Street. <br /> <br /> This building was occupied by the Social Services Department prior to their move to <br />Dinwiddie Street. Based on preliminary inspection reports from the architect, this <br />building has been found to be structurally sound and conducive to renovation for the type <br />of office space needed by various City agencies. The City administration now occupies <br />several offices in the Civic Center which were originally designed for judicial use. Due <br />to the requirements for additional space in the Civic Center, the administrative offices <br />must be relocated." <br /> <br /> On motion of Mr. Holley and seconded by Mr. Elliott, the following ordinance was <br />approved on first reading by 6-1 vote, Mr. Holley voting "nay": <br /> <br />"AN ORDINANCE TO APPROPRIATE S15,000 FROM THE GENERAL <br />FOR ARCHITECTURAL AND ENGINEERING FEES FOR RENOVATION <br />AT g16-418 H%~H STREET." <br /> <br />CAPITAL IMPROVEMENT FUND <br />OF A CITY BUILDING LOCATED <br /> <br />)red <br /> <br /> <br />
