38O O£tsher fi_ 1974 74-413 "Consideration of an ordinance on first reading from the Capital Improvement Fund for the replacement of the at 601 Court Street. to appropriate $22,500 roof on the main library The roof on the main library has deteriorated to the point that complete replacement is required to prevent further damage to the building and the books. The City Manager recommends adoption of this ordinance on first reading." On motion of Mr. Barnes and seconded by Mr. Early, the following ordinance was ap- proved on first reading, and by unanimous ~ote: "AN ORDINANCE TO APPROPRIATE $22,500 FROM THE GENERAL CAPITAL IMPROVEMENT FUND FOR THE REPLACEMENT OF THE ROOF OF THE PORTSMOUTH PUBLIC LIBRARY(Main Building)." 74-414 "Consideration of authorizing the award of a contract to the low bidder, Cradock Sheetmetal.and Roofing Company, in the amount of $22,452 for re-roofing the main library. One other bid was received from the Eastern Roofing Company in the amount of $33,700 and we received no, response from three other vendors who were solicited. The City Manager recommends award to the /ow bidder.' Motion of Mr. Barnes ahd seconded by Mr. Oast, the contract be awarded to Cradock Sheetmetal and Roofing Company, being low bidder, was adopted by unanimous ~ote. 74-415 - "Consideration of an ordinance on First reading to establish the Juvenile and Domestic Relations Court Advisory CounciL. The City is req~iired by provisions of the State Code to establish this Council. The City Manager recommends adoption of this ordinance on first reading." On motion of Mr. Barnes and seconded by Mr. Wentz, the following ordinance was approved on first reading, and by unanimous vote: "AN ORDINANCE TO A3~END THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, BY ADDING TO CHAPTER 2 THEREOF A NEW ARTICLE ESTABLISHING THE JUVENILE AND DOMESTIC RELATIONS COURT ADVISORY COUNCIL." 74-416- "Consideration of an ordinance on first reading to amend Poztsmouth City O~dinance 1974-77 (Classification and Pay Plan). This amends the City Classification and Pay Plan to include the positionof Assistant Chief of Police at Grade 28 and changes the Deputy Fire Chief classification from Grade 27 to Grade 28 in order to maintain internal equity. Also, it amends the complement for the Police Department from three Inspectors to one Assistant Chief and two Inspectors. No additional funds are required by this action. The City Manager recommends adoption of this ordinance. On motion of Mr. Early and seconded by Mr. Wentz, the following ordinance was ap- proved on first reading, and by unanimous vote: "AN ORDINANCE TO AMEND SECTIONS 3 AND 18 OF THE CLASSIFICATION AND PAY PLAN OF THE CITY TO ESTABLISH A CLASSIFICATION FOR THE POSITION OF ASSISTANT POLICE CHIEF; TO CHANGE THE CLASSIFICATION FOR DEPUTY FIRE CHIEF; AND TO CHANGE THE COMPLEMBNT OF THE POLICE DEPARTMENT." 74-417 "Consideration of an ordinance on first reading to appropriate $470,000 from the Capital Improvement Fund for the installatio~ of sanitary sewers in Edgefield. This appropriation includes the cost of installation, the purchase of pipe, contin- gencies, engineering and inspection. This appropriation will be funded from unallocated Utility Bond proceeds which were previously earmarked for this project. The City Manager recommends adoption of this ordinance." On motion of Mr. Oast and seconded by Mr. Barnes, the following ordinance was ap- proved on first reading, and by unanimous vote: "AN ORDINANCE TO APPRORRIATE $470,000 FROM THE GENERA/ FUND FOR THE COST AND INSTALLATION OF SANITARY SEWERS DIVISION." CAPITAL IMPROVEMENT IN THE EDGEFIELD SUB- 74-418 "Consideration of authorizing the award of a contract to the %aw bidder, John H. Malbon Contracting Company, Inc., for $334,444 for installation of sanitary sewers in Edgefibld. A total of five bids were received on the project, with John H. Malbon Company being low bidder. The City ManaBer recommends award to the low bidder." Motion of Mr. Early and seconded by Mr. Wentz, that the contract be awarded to John H. MalSon 'Contractin~Company, Inc., being low bidder, was adopted by unanimeus vote.
