38O <br /> <br />O£tsher fi_ 1974 <br /> <br /> 74-413 "Consideration of an ordinance on first reading <br />from the Capital Improvement Fund for the replacement of the <br />at 601 Court Street. <br /> <br />to appropriate $22,500 <br />roof on the main library <br /> <br /> The roof on the main library has deteriorated to the point that complete replacement <br />is required to prevent further damage to the building and the books. The City Manager <br />recommends adoption of this ordinance on first reading." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Early, the following ordinance was ap- <br />proved on first reading, and by unanimous ~ote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $22,500 FROM THE GENERAL CAPITAL IMPROVEMENT <br /> FUND FOR THE REPLACEMENT OF THE ROOF OF THE PORTSMOUTH PUBLIC LIBRARY(Main <br /> Building)." <br /> <br /> 74-414 "Consideration of authorizing the award of a contract to the low bidder, <br />Cradock Sheetmetal.and Roofing Company, in the amount of $22,452 for re-roofing the main <br />library. <br /> <br /> One other bid was received from the Eastern Roofing Company in the amount of $33,700 <br />and we received no, response from three other vendors who were solicited. The City Manager <br />recommends award to the /ow bidder.' <br /> <br /> Motion of Mr. Barnes ahd seconded by Mr. Oast, the contract be awarded to Cradock <br />Sheetmetal and Roofing Company, being low bidder, was adopted by unanimous ~ote. <br /> <br /> 74-415 - "Consideration of an ordinance on First reading to establish the Juvenile <br />and Domestic Relations Court Advisory CounciL. <br /> <br /> The City is req~iired by provisions of the State Code to establish this Council. The <br />City Manager recommends adoption of this ordinance on first reading." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Wentz, the following ordinance was <br />approved on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO A3~END THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, <br />1973, BY ADDING TO CHAPTER 2 THEREOF A NEW ARTICLE ESTABLISHING THE <br />JUVENILE AND DOMESTIC RELATIONS COURT ADVISORY COUNCIL." <br /> <br /> 74-416- "Consideration of an ordinance on first reading to amend Poztsmouth City <br />O~dinance 1974-77 (Classification and Pay Plan). <br /> <br /> This amends the City Classification and Pay Plan to include the positionof Assistant <br />Chief of Police at Grade 28 and changes the Deputy Fire Chief classification from Grade <br />27 to Grade 28 in order to maintain internal equity. Also, it amends the complement for <br />the Police Department from three Inspectors to one Assistant Chief and two Inspectors. <br />No additional funds are required by this action. The City Manager recommends adoption <br />of this ordinance. <br /> <br /> On motion of Mr. Early and seconded by Mr. Wentz, the following ordinance was ap- <br />proved on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO AMEND SECTIONS 3 AND 18 OF THE CLASSIFICATION AND PAY PLAN <br />OF THE CITY TO ESTABLISH A CLASSIFICATION FOR THE POSITION OF ASSISTANT POLICE <br />CHIEF; TO CHANGE THE CLASSIFICATION FOR DEPUTY FIRE CHIEF; AND TO CHANGE THE <br />COMPLEMBNT OF THE POLICE DEPARTMENT." <br /> <br /> 74-417 "Consideration of an ordinance on first reading to appropriate $470,000 <br />from the Capital Improvement Fund for the installatio~ of sanitary sewers in Edgefield. <br /> <br /> This appropriation includes the cost of installation, the purchase of pipe, contin- <br />gencies, engineering and inspection. This appropriation will be funded from unallocated <br />Utility Bond proceeds which were previously earmarked for this project. The City Manager <br />recommends adoption of this ordinance." <br /> <br /> On motion of Mr. Oast and seconded by Mr. Barnes, the following ordinance was ap- <br />proved on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPRORRIATE $470,000 FROM THE GENERA/ <br />FUND FOR THE COST AND INSTALLATION OF SANITARY SEWERS <br />DIVISION." <br /> <br /> CAPITAL IMPROVEMENT <br />IN THE EDGEFIELD SUB- <br /> <br /> 74-418 "Consideration of authorizing the award of a contract to the %aw bidder, <br />John H. Malbon Contracting Company, Inc., for $334,444 for installation of sanitary <br />sewers in Edgefibld. <br /> <br /> A total of five bids were received on the project, with John H. Malbon Company <br />being low bidder. The City ManaBer recommends award to the low bidder." <br /> <br /> Motion of Mr. Early and seconded by Mr. Wentz, that the contract be awarded to John <br />H. MalSon 'Contractin~Company, Inc., being low bidder, was adopted by unanimeus vote. <br /> <br /> <br />
