M~ ~yers, Jr., ~sststant C~ty Manager,~D~ R~Hageme~ster, Acting C~ty A <br /> <br />Absent: Richard J. Davis <br /> <br /> Dr. William C. Taylor, Pastor, Park View United Methodist Church, opened the meeting <br />with prayer, followed by the Pledge of Allegiance to the Flag. <br /> <br />Vice Mayor Wentz welcomed all visitors in attendance. <br /> <br /> The minutes of the regular meeting of November 26, 1974, were approved as received <br />on unanimous vote. <br /> <br />The following agenda items were presented by the City Manager: <br /> <br /> 74-498 "Consideration of an ordinance on first reading to appropriate ~131,505 in <br />the Federal Grants Fund for the continuation of the Methadone Treatment and Rehabilitation <br />Program. <br /> <br /> This appropriation will provide second-year operating funds for the Methadone Treatment <br />and Rehabilitation Program. The program currently has a caseload of-74 clients and is esti- <br />mated to increase to 107 during the second year. There are $8,170 in local funds required <br />as a match for this program and this amount has been budgeted in the Mental Health Services <br />Fund. The City Manager recommends adoption of this ordinance .on first reading." <br /> <br /> On motion of Mr. Elliott and seconded by Mr. Early, the following ordinance was <br />approved on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $151,505 FROM THE FEDERAL GRANTS FUND FOR THE <br />CONTINUATION OF THE METHADONE TREATMENT AND REHABILITATION PROGRAM." <br /> <br /> 74-499 - "Consideration of an ordinance on first reading to appropriate $4,279 in the <br />General Fund for the purchase of library books for the Portsmouth Public Library. <br /> <br /> This appropriation will provide for additional books for the Public Library from the <br />Federal Aid funds for 1974-75. Ail monies in this appropriation are Federal funds and <br />~ust be used for books or equipment in the Public Library. The City Manager recommends <br />adoption of this ordinance on first reading." <br /> <br /> On motion of Mr. Early and seconded by Mr. Elliott, the following ordinance was <br />approved on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $4,279 FROM THE GENERAL FUND FOR THE PURCHASE <br />OF BOOKS FOR THE PUBLIC LIBRARY." <br /> <br /> 74-500.- "Consideration of an ordinance on first reading to amend the Classification <br />and Pay Plan Ordinance (1974-7S) pertaining to the salary of the City Attorney. <br /> <br /> This ordinance amends Section 19 of the 1974-75 Classification and Pay Plan by in- <br />creasing the annual salary of the City Attorney from $24,795 to $27,500. This ordinance <br />will take effect January 1, 1975. The City Manager recommends adoption of this ordinance <br />on first reading." <br /> <br /> On motion of Mr. Early and seconded by Mr. Holley, the following ordinance was <br />approved on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO AMEND SECTION 19 OF THE CLASSIFICATION AND PAY PLAN ORDINANCE <br />(1974-75) BY INCREASING THE SALARY OF THE CITY ATTORNEY." <br /> <br /> 74-501 - "Submission of a report of the Community Development Task Force regarding <br />plans for the use of funds under Title I of the Housing and Community Development Act <br />of 1974. <br /> <br /> The joint task force composed of City and PRHA staff members will submit a report <br />for Council review." <br /> <br /> Mr. Bart Frye, Executive Director, PRHA, made a presentation as to the Community <br />Development Program. <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Holley, that it be received for information, <br />was adopted by unanimous vote. <br /> <br />(See Exhibit 74-501). <br /> <br />:ty. <br /> <br /> <br />
