<br />In summary we: commend the task force for its comprehensive and thorough planning;
<br />applaud the responsible and receptive climate that accompanied the project formu-
<br />lation; propose future acquisition or erection of a physical structure within South-
<br />side to house components of the human service delivery agencies in a visible, ac-
<br />cessible entity; encourage the continuing development of the human component factors
<br />that are integral to viable community development; recommend reserving a certain
<br />portion of future co~unity development funds for in-depth planning of the most
<br />efficient provision of these outreach programs. Thank you."

<br />"First of all I would like to say that our area has a representative here represent-
<br />ing the area, because I will not be notif~edo..letters that were sent, because of
<br />the present trouble we are having at our building, we are remodeling the church.
<br /> We didn't receive the mail as the community...but I would like to say this, that
<br /> sort of left me in a spot, more so than anyone in the community. Now, I'm not here
<br /> to oppose the plan, because I am in favor of it very much, and I think its a great
<br /> plan, and this is what we are hoping for in the years gone by, but because of the
<br /> fact that we made plans earlier, in fact we talked with the planning committee, the
<br /> redevelopment committee and the building, so far as remodeling and what have you in
<br /> the past, and we were assured that they weren't going to do anything in the near
<br /> future and they said to us, go ahead with remodeling, and we started in that area.
<br /> So we are left in the middle of remodeling, and at the same time, because of the
<br /> money shortage, as far as the finance is concerned I guess all of us are aware of
<br /> the shortage of money, we had to hold up on our remodeling. Of course we plan to
<br /> continue, at the end of this month, and so our church is sort of left there at a
<br /> point where we have so many questions we want to ask, we want to know, we want to be
<br /> certain as to what is going to happen to us. We're not like a family that can pick
<br /> up and move, and we fall right in the middle of the area that's proposed for indust-
<br /> rial and what have you, and so I sort of have some questions for you, or maybe you
<br /> can help me with some answers as to what is going to be done concerning the church.
<br /> Because they don't usually leave churches as such, but we are left there in this
<br /> particular situation at this time. And I was wondering, could I get some..."

<br />"Mr. Frye, would you be able to respond to that question?"

<br />"Is the question, what will happen to the church, or..."
<br />
<br />"Yes, because we're sort of left in the middle. You see, we use the bonding system
<br />to finance our church, and the company itself finances the bonds, a local bank in
<br />Tennessee, and because of the shortage in money, they asked us to hold up, but yet
<br />we're making the payments on the church and the interest on the full note and every-
<br />thing, and yet we're left sort of in the middle of this...how long will it be before
<br />this program~goes into existence?"

<br />"The program will begin in January."
<br />
<br />"January; first of the year. A~d we are expected to vacate by the first of the
<br />year?"
<br />
<br />"No, sir. Our first year's program will run for a nine-month period, and in that
<br />period we would want to acquire those properties, and relocate to the maximum extent
<br />possible the families and businesses that are presently there."

<br />"But what consideration would be made for all previous investments?"
<br />
<br />"On any acquisition in the appraisal process, any improvements, and the more current,
<br />the more accurate the accounting would be, provision wouId be made for the recovery
<br />of those costs in the acquisition process, that is based on two independent apprais-
<br />ers, appraisals by outside appraisers, employed for that purpose to arrive at those
<br />...but we can ~it down and talk with you in more definitive terms at another time
<br />and give you more definite figures and more specific information on the timing of
<br />the appraisal and so forth."

<br />"Rev. Lewis, in these areas that are outlined, there will be many individuals as well
<br />as institutions affected, and I have found in my experience that the Housing Author-
<br />ity is very responsive to your individual questions, so I'm sure that if you make an
<br />appointment with Mr. Frye and his staff, they will explain this to ~ou in detail."

<br />Lewis: "It's on the corner of Fifth and Race.~It"s in the middle of the area proposed for
<br /> commercial and industrial."

<br /> planning for the entire area, was any consideration given to the fact that the
<br /> church was preseDt, was viable... (inaudible)...relocated in the Southside area in
<br /> that part which was set aside for redevelopment, or would they have to go and re-
