Saunders Early, Jr., Archie Elliott, Jr., <br />James W. Holley, Edward L. Oast, Jr., Robert W. Wentz, Jr., Phin Horton, City <br />Manager, R. T. Williams, Assistant City Manager, H. M. Myers, Jr., Assistant <br />City Manager, Gordon B. Tayloe, Jr., City Attorney. <br /> <br /> The Rev. Samuel E. Harvey, Jr., Pastor, Calvary Baptist Church. opened the meeting with <br />prayer, followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Davis welcomed all visitors in attendance. <br /> <br /> The minutes of the Pubii~ Hearing meeting of December 16, 1974, and minutes of the <br />regulmr meeting of December 17, 1974, to be approved as received, on motion of Mr. Wentz and <br />seconded by Mr. Early, was adopted by unanimous vote. <br /> <br /> 75-1 - Mayor Davis presented Resolutions of Appreciation to retiring members of Boards <br />and Commissions. <br /> <br /> 75-2 - Jeffrey Scott Beeby, Student, Frederick Military Academy, District winner of <br />the Veterans of Foreign Wars Scholarship Program, spo~on "My Responsibility as a Citizen". <br /> <br />The following agenda items were presented by the City Manager: <br /> <br /> 75-3 "Consideration of an ordinance on first <br />City Classification and Pay Plan, to include grade, <br />Assistant Commonwealth Attorneys. <br /> <br />reading to amend Ordinance 1974-75, <br />cia~sification, and salary ranges for <br /> <br /> This amendment is recommended to provide an organizational structure for the Assistants <br />in the office of the Commonwealt.h Attorney. Job descriptions have been prepared for the <br />positions of Commonwealth Attorney Assistants I,II and III for incorporation into the City <br />Classification and Pay Plan. The City Manager recommends adoption of this ordinance on first <br />reading.' <br /> <br /> On motion of Mr. Elliott and seconded ~y Mr. Holley, the following ordinance was approve~ <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO AMEND THE C~Y, OF PORTSMOUTH CLASSIFICATION AND PAY PLAN <br />ORDINANCE (1974-75) BY ADDING CERTAIN CLASSIFICATIONS TO SECTION 3 THEREOF <br />AND ADDING A NEW SECTION NUMBERED S.l." <br /> <br /> 75-4 "Consideration of an ordinance on first reading to amend Section 10-S3 of the <br />Code of the City of Portsmouth to adgpt the 1975 edition of the National Electrical Code. <br /> <br /> This revision has been recommended by the Building Inspector and the Board of Electrical <br />Examiners. Permission has been received from the Commonwealth of Virginia authorizing the <br />City to adopt this edition. The City Manager recommends adoption of this ordinance on first <br />reading. <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Early, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO AMEND SECTION 10-53 OF THE CODE OF THE CITY OF PORTSMOUTH, <br />VIRGINIA, 1973, PERTAINING TO ADOPTION OF THE NATIONAL ELECTRICAL CODE, 1975 <br />EDITION." <br /> <br /> 75-5 "Consideration of an ordinance on first reading to amend Section 23-309 pertain- <br />ing to obligations of ~rivers to make written reports of motor vehicQ~ar accidents involving <br />injury to or death of any person or total property damage to an apparent extent of $250 or <br />more~ <br /> <br /> This amendment brings the City into compliance with a similar State Code provision. <br />The City Manager recommends adoptiQn of this ordinance on first reading." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Elliott, the following ordinance was approve¢ <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO ~MEND THE CODE OF TH~ CITY OF PORTSMOUTH, VIRGINIA, 1973, <br />BY AMENDING SECTION 2S~309 THEREOF PERTAINING TO THE OBLIGATIONS OF A DRIVER <br />TO MAKE WRITTEN REPORTS OF CERTAIN ACCIDENTS TO POLISE; SUPPLEMENTAL REPORTS; <br />REPORTS~BY WITNESSES." <br /> <br /> 75-6 "Consideration of an ordinance on first reading to amend Section 23-313 of the <br />City Code pertaining to the obligation of persons in charge of motor vehicular repair garages <br />to report to the Police Dl%ison any motor vehicles received that have been involved in a <br />serious accident or have evidence of blood stains thereon. <br /> <br /> This amendment brings the City into compliance with a similar State Code provision. <br />The City Manager recommends adoption of this ordinance on first reading." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Early, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO ~MEND AND REORDAIN THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, <br />1973, BY AMENDING SECTION 23-313, THEREOF PERTAINING TO THE OBLIGATION OF REPORTING <br />BY PERSONS IN CHARGE OF GARAGE, ETC., OF CERTAIN VEHICLES INVOLVED IN ACCIDENTS." <br /> <br /> <br />
