<br />BY REPEALING SECTION 2-35 THEREOF PERTAINING TO LIMITATIONS OF CERTAIN
<br />SPEECHES MADE BEFORE CITY COUNCIL; BY AMENDING AND REORDAINING SECTION
<br />2-49 THEREOF PERTAINING TO THE ORDER OF BUSINESS AT MEETINGS OF CITY COUNCIL;
<br />BY AMENDING AND REORDAINING SECTION 2-36 THEREOF PERTAINING TO REQUESTS THERE-
<br />OF PERTAINING TO VOTING PROCEDURES AND GROUNDS FOR ABSTENTION FROM VOTING."
