January 28. 1975 <br /> <br />At a regular meeting of the City Council, held on January 28, 1935, there were present: <br /> <br />Richard J. Davis, Jack P. <br />Edward, L. T, Williams, Assistant City <br />Assistant City Manager, Gordon B. %y~$ee', Jrt., City <br /> <br />Absent: James W. Holley, Robert W. Wentz, Jr. <br /> <br /> The Rev. Daniel H. LaMotte, Pastor, St. John's Episcopal Church, opened the meeting with <br />pmayer, followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Davis welcomed all visitors in attendance. <br /> <br /> Minutes of the regular meeting of January 14, 1975, to be approved as corrected <br />75-11, the amount to read $28,000, was adopted by unanimous vote. <br /> <br />Item <br /> <br /> 75-37 - Mayor Davis read proclamation commemorating Boy Scouts Week of February 3-9, <br />1975. <br /> <br /> Life Scouts Lewis Bookman and Terry Brumsey, Boy Scouts Troop 219, Simonsdale, presented <br />a plaque ~"~aunt' Dath~or Promise" to Mayor Davis. <br /> <br /> Mayor Davis presented the proclamation to Mr. A1 Newton, Activities Chairman, Merrimac <br />District, Boy Scouts of America. <br /> <br />The following agenda items were presented by the City Manager: <br /> <br /> 75-38 "Consideration of an ordinance on first reading appropriating $45,500 from the <br />Capital Improvement Fund for the fiscal Fear 1975 for payment of underground and electric <br />distribution facilities in Olde Towne Conservation Project, VA.R-49. <br /> <br /> This appropriation is to provide the necessary funds for the 3rd payment to VEPCO <br />on the relocation of all existing overhead facilities to underground within the boundaries <br />designated as Area 2 of the Olde Towne Conservation Project. These funds are required to <br />fulfill the local obligation of the cooperation agreement with PRHA. The City Manager re- <br />commends adoption of this ordinance on first reading. <br /> <br /> On motion of Mr. Early and seconded by Mr. Barnes, the following ordinance was approved <br />on first reading, and by unanimous vote. <br /> <br />"AN ORDINANCE APPROPRIATING $45,500 FROM THE CAPITAL IMPROVEMENT FUND FOR THE <br />FISCAL YEAR 1975 FOR PAYMENT OF UNDERGROUND ELECTRIC DISTRIBUTION FACILITIES <br />IN OLDE TOWNE CONSERVATION PROJECT VA. R-49." <br /> <br /> 7S-39 "Consideration of an ordinance on first reading to appropriate $60,250 from the <br />Capital Improvement Fund for engineering services in the Mount Harmon Project, VA. R-69, and <br />Effingham Urban Renewal Project, VA. R-72, for fiscal years 1975-76. <br /> <br /> This appropriation will provide the funds for fiscal year 1975-76 for engineering design <br />costs for the Mnunt Hermon and Effingham Urban Renewal Projects. The engineering design is <br />required for the public improvements committed by the City in the cooperative agreement of <br />the Portsmouth Redevelopment and Housing Authority for these two projects. The City Manager <br />recommends adoption of this ordinance on first reading." <br /> <br /> On motion of Mr. Early and seconded by Mr. Oast, the following ordinance was approved <br />on first reading, and by unanimous Tote: <br /> <br />"AN ORDINANCE APPROPRIATING $60,250 FROM THE CAPITAl IMPROVEMENT FUND FOR <br />ENGINEERING SERVICES IN THE MOUNT HERMON, PROJECT VA. R-72 FOR FI~SCAL YEARS 1975 AND 1976." <br /> <br /> 75-40 "Consideration of an ordinance on first reading appropriatinB $7,500 from the <br />General Revenue Sharing Trust Fund in the category of Public Transportation to the General <br />Fund. <br /> <br /> This appropriation is necessary to provide the funds <br />for the $7,500 subsidy to Community Motor Bus Company for <br />The City Manager recommends adoption of this ordinance on <br /> <br />to the Genemal Operating Budget <br />the month of February, 1975. <br />first reading." <br /> <br /> On motion~of Mr. Earl)- and seconded by Mr. Barnes, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE APPROPRIATING $7,500 FROM THE GENERAL REVENUE SHARING TRUST FUND <br />IN THE CATEGORY OF PUBLIC TRANSPORTATION TO THE GENERAL FUND." <br /> <br /> 75-41 "Consideration of an ordinance on first reading to appropriate $7,500 from <br />General Fund for the payment of operating subsidies under the contract with Community <br />Motor Bus Company. <br /> <br />the <br /> <br /> These funds are to continue for one additional month of contractual arrangement with <br />Community Motor Bus Company because the purchase by TTDC cannot be per~ected until further <br />information is developed for Council consideration~ The City Manager recommends adoption <br />of this ordinance on first reading." <br /> <br /> <br />
