April 13, 1999 <br /> <br /> At a Regular Meeting of the City Council on Tuesday, April 13, 1999, <br />there were present: <br /> <br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, P. <br />Ward Robinett, Jr., J. Thomas Benn III, *William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., City Manager Ronald W. Massie, City Attorney G. Timothy Oksman. <br /> <br /> Councilman J. Thomas Benn, III opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. Benn, to approve the minutes of a <br />Called Meeting on March 23, 1999, a Regular Meeting on March 23, 1999, and a Called <br />Meeting on March 30, 1999, and was adopted by unanimous vote. <br /> <br />99 - 83 - Presentations: <br /> <br />Proclamation presented to Thelma Stuart for "Walk for HOPE Day". <br /> <br />Proclamation presented to Bob Bilko for "Kovar Tootsie Roll Weekend". <br /> <br />Presentation by Portsmouth Hampton Roads Chamber of Commerce Chairman <br />Anne Davis of a "Hampton Roads Gateway to America's East Coast" Book to City <br />Council. <br /> <br />- Public Hearing - <br /> <br />Motion by Mr. Griffin, and seconded by Mr. Benn, to consider agenda item 99-87 prior to <br />the printed order of business, and was adopted by unanimous vote. <br /> <br />99 - 87 - Adoption of a resolution opposing the use of tolls for the proposed <br />improvement to the Pinners Point Interchange, Midtown Tunnel, and Martin Luther King <br />Freeway Extension to 1-264. <br /> <br />These projects are urgently needed components of the <br />City's and region's transportation plan. They are <br />essential to the continued growth and economic <br />development of Hampton Roads. However, there are <br />serious concerns about imposing tolls on local <br />residents for a project that has such importance to the <br />region and the Commonwealth. <br /> <br />1. Bob Locke, 1915 Ann Street, spoke in opposition to tolls on tunnels. <br /> <br />2. Mark Geduldig-Yatrosky, 363 Middle Street, spoke in opposition to tolls on tunnels, <br />but would like to see a regional forum and discussion on how to meet transportation <br />needs including (citizen)involvement. <br /> <br />3. Vincent J. Carlo, 4615 County Street, spoke in opposition to tolls on tunnels and <br />discussed feasibility of approaching federal and state sources for a bridge rather than a <br />tunnel. <br /> <br /> Motion by Mr. Benn and seconded by Mr. Pitts, to adopt the following resolution, <br />and was adopted by the following vote: <br /> <br />"A RESOLUTION REQUESTING THE VIRGINIA DEPARTMENT OF <br />TRANSPORTATION TO IDENTIFY SOURCES OF FUNDING OTHER THAN TOLLS <br />FOR CONSTRUCTION OF THE PINNERS POINT INTERCHANGE, A PARALLEL <br />TUBE AT THE MIDTOWN TUNNEL, THE MARTIN LUTHER KING FREEWAY <br />EXTENSION TO 1-264, IMPROVEMENTS TO THE BRAMBLETON AVENUE <br />INTERCHANGE, AND AN INTELLIGENT TRANSPORTATION SYSTEM TO MANAGE <br />TRAFFIC FLOW. <br /> <br /> <br />
