¸79 <br /> <br />11_ lq7~ <br /> <br />City of'Portsmouth and Tidewater resulting from the numerous escapes from the jail of the <br />City of Portsmouth by dangerous prisoners. <br /> <br /> BE IT FURTHER RESOLVED that the Council strongly urges that the Sheriff of the City <br />of Portsmouth and other public officials take whatever action is necesssary to study and <br />correct the existing deficiencies to eliminate such concern for public safety." <br /> <br /> On motion of Mr. Early and seconded by Mr. Elliott, the resolution was adopted, and by <br />the following vote: <br /> <br />Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz, Davis <br />Nays: None <br /> <br />75-118 Councilman Jack P. Bamnes presented the following resolution: <br /> <br />"A RESOLUTION EXPRESSING THE CONCERN OF THE CITY COUNCIl OVER THE REPEATED <br />REQUESTS FOR INCREASED RATES BY PUBLIC UTILITIES; REQUESTING THE ATTORNEY <br />GENERAL AND THE STAFF OF THE STATE CORPORATION COMMISSION TO STUDY, AND <br />BASED UPON SUCH STUDY, TO REPRESENT THE INTERESTS OF THE CONSUMER-CITIZENS <br />OF THE CITY OF PORTSMOUTH; REQUESTING Tim STATE CORPORATION COMMISSION TO <br />~IGH THE INCREASED FINANCIAL HARDSHIPS PLACED UPON THE CONSUMER-CITIZENS <br />OF THE CITY OF PORTSMOUTH; AND DIRECTING THE CITY CLERK TO FORWARD COPIES <br />OF THIS RESOLUTION TO THE PROPER OFFICIALS. <br /> <br /> WHEREAS, public utilities serving the consumer-citizens of the City of Portsmouth <br />are once more requesting rate increases; and <br /> <br /> WHEREAS, it is the legal duty of the Attorney General of the Commonwealth of Virginia <br />to represent the consumer-citizens of Virginia ~n rate matters; and <br /> <br /> WHEREAS, it is the legal duty of the staff of the State Corporation Commission to study <br />and make rate recommendations to the State Corporation Commission; and <br /> <br /> WHEREAS, it.is the legal duty of the State Corporation Commission to fix fair and just <br />rates for public utilities. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that the Council expresses its concern over the repeated requests for increased rates by <br />public utilities serving the consumer-citizens of the City of Portsmouth. <br /> <br /> BE IT FURTHER RESOLVED that the Council requests the Attorney General and the staff <br />of the State Corporation Commission to study the repeated requests for increased rates <br />by public utilities and to represent the interests of consumer-citizens of the City of Ports~ <br />mouth. <br /> <br /> BE IT FURTHER RESOLVED that the Council requests the State Corporation Commission to <br />weigh the increased financial hardships placed upon the consumer-citizens of the City of <br />Portsmouth during the deliberation upon such requests. <br /> <br /> BE IT FURTHER RESOLVED that the City Clerk is directed to forward this resolution to <br />the proper officials." <br /> <br /> Marion of Mr. garnes and seconded by Mr. Holley, the resolution was adopted, and by <br />the following vote: <br /> <br />Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz, Davis <br />Nays: None <br /> <br />75-119 - Councilman Arahie Elliott, Jr. presented;the following resolution: <br /> <br /> "A RESOLUTION AUTIiORIZING THE MAYOR AND THE CITY MANAGER TO SIGN A GRANT <br /> AGREEMENT BETWEEN THE U. S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT, <br /> POR~SMDUTH REDEVELOPMENT AND HOUSING AUTHORITY AND THE CITY OF PORTSMOUTH <br /> PERTAINING TO T~tE APPROVED COMMUNITY DEVELOPMENT PLAN OF 1975. <br /> <br /> WHEREAS, a legal question has arisen concerning whether a municipal corporation in <br />Virginia has the legal power to make grants-in-aid and low interest rate loans to low and <br />moderate income home owners; and <br /> <br />WHEREAS, Portsmouth Redevelopment and Housing Authority has such power; and <br /> <br /> WHEREAS, the U. S. Department of Housing and Urban Development has agreed that that <br />portion of the approved community development plan of 1975 providing for the making of <br />grants-in-aid, and iow interest rate loans to iow and moderate ~ncome home owners shall <br />be administered by the Portsmouth Redevelopment and Housing Authority. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that the Council authorizes the Mayor and the City Manager to sign a grant agreement between <br />the U. S. Department of Housing and Urban Development, Portsmouth Redevelopment and Housing <br />Authority and the City of Portsmouth pertaining to the approved Community Development Plan <br />of 1975. <br /> <br /> BE IT FURTHER RESOLVED that the City Manager is directed to forward this resolution <br />to the proper authorities." <br /> <br /> <br />
