76 <br /> <br />Marsh 11. 1975 <br /> <br /> On motion of Mr~ Early and seconded by Mr. Barnes, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $17,S00 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />ARCHITECT AND ENGINEERING SERVICES FOR DESIGN OF THE MASTER PLAN, AND CON- <br />STRUCTION PLANS OF CHURCHLAND PARK." <br /> <br /> 75-106 "Consideration of a motion to authorize low bid for the construction~ of drainag~ <br />and s-treet improvements to South Street. <br /> <br /> Bids were received from 3 vendors, with Alpha Beta Construction Corporation being the low <br />bidder at $39~359. Funds for this project were previously appropriated in the City's curb <br />and gutter program; therefore, an appropriation ordinance is not required. The City Manager <br />recommends award of low bid to Alpha Beta Construction Corporation." <br /> <br /> Motion of Mr. Holley and seconded by Mr. Early, to concur in the recomm-andation of the <br />City Manager of awarding low bid to Alpha Beta Construction Corporation, was adopted by unani- <br />mous vote ..... <br /> <br /> 75-107 "Consideration of a motion to award conZract to the low bidRe~ for a curb and <br />gutzer project at Roanoke and Hoover Streets, <br /> <br /> Four bids were received for th%s pzoject and Asphalt Roads and Materials submitted the <br />low bid of $30,810. Funds for this project have been previously apprDpriated in the City's <br />curb and gutter program. No appropriation ordinance is required for this construction. The <br />City Manager recommends award of the contract to the low bidder, Asphalt Roads and Materials, <br />and requests permission to issue a Notice to Proceed with this work." <br /> <br /> Motion of Mr. Early and seconded by Mr. Wentz. that the contract be awarded to Asphalt <br />Roads and Materials, being low bidder, was adopted by unanimous vote. <br /> <br /> 75-108 "Consideration of a resolution authorizing the City Manager to enter <br />merit with the State Department of Highways and Transportation for the construction <br />inch water main to the approaches of the West Norfolk Bridge. <br /> <br />an agree- <br />of a 16- <br /> <br /> This resolution is necessary in order to have State officials include this element of <br />construction in their contract. It provides that the cost that the City will bear ms lg0% <br />of the bid cost, plus 10% for contingencies. Fhe City Manager recommends adoption of this <br />resolution." <br /> <br /> On motion of Mr. Oast and seconded by Mr. Barnes, the following resolution was adopted, <br />and by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO AN AGREEMENT WITH THE <br />VIRGINIA DEPARTMENT OF HIGHWAYS AND TRANSPORTATION FOR CONSTRUCTION OF A 16" <br />WATER MAIN IN THE APPROACHES OF THE PROPOSED WEST NORFOLK BRIDGE. <br /> <br /> WHBRF~AS, the Virginia Department of Highways and Transportation will shortly bid the com <br />for the construction of the West Norfolk Bridge; and <br /> <br /> WHEREAS, it would be very beneficial to the City to include in the construction plan <br />of said bridge the installment of a 16" water main in the approaches thereto; and <br /> <br /> WHEREAS, in order to provide for the construction of said main, the Virginia Department <br />of Highways and Transportation requires that the City agree to pay bid price plus ten percent <br />for the cost of such additional construction. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia that <br />the City Manager is hereby authorized to enter into an agreement with the Virginia Department <br />of Highways and Transportation for construction of a 16" water main in the approaches of <br />the proposed West Norfolk Bridge." <br /> <br />Ayes: Barnes, Early, Blliott, Holley, Oast, Wentz, Davis <br />Nays: None <br /> <br />NEW BUSINESS <br /> <br /> 75-110 Hr. George R. Walker, 1749 Spratley Street, spoke on. the new City Council <br />procedure ordinance restricting a citizen from speaking more than 5 minutes. <br /> <br /> 75-111 Mrs. James A. Folkes, 323 Mt. Vernon Avenue, spoke regarding a sewage problem <br />in her home and other residents in the Port Norfolk area. <br /> <br /> At the request of City Council, the City Manager investigate the problem and take <br />appropriate action. <br /> <br />Fact <br /> <br /> <br />
