March 11, 1975 <br /> <br />At a regular meeting of the City Council, held on March 11, 1975, there were present: <br /> <br />Richard J. Davis, Jack P. Barnes, E. Saunders Early, Jr., Archie Elliott, Jr., <br />James W. Holley, Edward L. Oast, Jr., Robert W. Wentz, Jr., Phin Horton, City <br />Manager, R. T. Williams, Assistant City Manager, H. M. Myers, Jr., Assistant <br />City Manager, Gordon B. Tayloe, Jr., Cit7 Attorney. <br /> <br /> Miss Ruth M. Mayhall, Pastor, Wright Memorial United Methodist Church, 6pened the <br />meeting with a prayer, followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Davis welcomed all visitors in attendance. <br /> <br /> Minutes of the regular meeting of Februa~y-~25, 1975, to be approved as received, on <br />motion of Mr. Early and seconded by Mr. Elliott, was adopted by unanimous vote. <br /> <br /> 75-103 Girl Scout Council Area #12 presented the City Council with a birthday cake <br />commemorating their 63rd Birthday of the Girl Scout of America. The Mayor thanked the <br />group for their thoughtfulness on behalf of the Council. <br /> <br />UNFINISHED BUSINESS - <br /> <br /> 75-80 The fotiowing ordinance, approved on first reading at last regular meeting, was <br />~a~en up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $194,871 FROM THE GENERAL FUND FOR THE EXPANDED <br />PUBLIC SERVICE EMPLOYMENT PROGRAM UNDER TITLE VI OF THE COMPREHENSIVE EMPLOY- <br />MENT AND TRAINING ACT OF 1973, AS AMENDED IN 1974." <br /> <br /> On motion of Mr. Wentz and seconded by Mr. Early, the ordinance was adopted, and by the <br />following vote: <br /> <br />Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz, Davis <br />Nays: None <br /> <br /> 75-81 The following ordinance, approved on first reading at last regular meeting, was <br />taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $79,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />THE PURCHASE OF A FIRE APPARATUS-AERIAL LADDER TRUCK." <br /> <br /> On motion of Mr. Wentz and seconded by Mr. Holley, the ordinance was adopted, and by thc <br />following vote: <br /> <br />Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz, Davis <br />Nays: None <br /> <br /> 75-82 The following ordinance, approved on first reading at last regular meeting, was <br />taken up and read: <br /> <br />"AN ORDINANCF TO APPROPRIATE $80,000 FROM THE GENERAl REVENUE SHARING TRUST FUND <br />IN THE CATEGORY OF PUBLIC SAFETY, INTO THE GENERAL FUND." <br /> <br /> On motion of Mr. Wentz and seconded by Mr. Early, the ordinance was adopted, and by the <br />following vote: <br /> <br />Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz, Davis <br />Nays: None <br /> <br /> 75-83 The following ordinance, approved on first reading at last regular meeting, was <br />taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE ~80,000 FROM THE GENERAL FUND FOR THE PAYMENT OF <br />ADDITIONAL OPERATING SUBSIDIES PERTAINING TO THE PORTSMOUTH AMBULANCE SERVICE, <br />INC. CONTRACT DATED JANUARY 1, 1974, AS AMENDED." <br /> <br /> On motion of Mr. Wentz and seconded by Mr. Oast, the ordinance was adopted, and by the <br />following vote: <br /> <br />Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz, Davis <br />Nays: None <br /> <br /> 75-84 The following ordinance, approved on first reading at last regular meeting, was <br />taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $94,724.81 FROM THE GENERAL REVENUE SHARING TRUST <br />FUND, ENTITLEMENT IV AND V, FOR CAPITAl EXPENDITURES IN THE CATEGORY OF GENERAL <br />AND MULTI-PURPOSE EQUIPMENT, INTO THE GENERAL FUND." <br /> <br /> On motion of Mr. Wentz and seconded by Mr. Early, the ordinance was adopted, and by the <br />following vote: <br /> <br />Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz, Davis <br />Nays: None <br /> <br /> <br />
