April 8.1975 <br /> <br /> 75-146 "Consideration of a resolution requesting the Virginia Department of Highways <br />and Transportation to place the construction of the proposed West Norfolk Bridga(.as the <br />Number One Priority in the allocation of highway construction funds for fiscal year 1975-76. <br /> <br /> This resolution expresses the City of Portsmouth's urgent appeal for the Virginia <br />Department of Highways and Transportation to place the proposed construction of the West <br />Norfolk Bridge as the Number One Priority in the State because of the public safety." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Wentz, the following resolution was adopted <br />and by the following vote: <br /> <br /> "A RESOLUTION REQUESTING THE VIRGINIA DEPARTMENT OF HIGHWAYS AND TRANSPORTATION <br /> TO PLACE THE CONSIDERATION OF THE WEST NORFOLK BRIDGE AS THE NUMBER ONE PRIOR- <br /> ITY IN THE ALLOCATION OF HIGHWAY CONSTRUCTION FUNDS FOR THE FISCAL YEAR 1975-76. <br /> <br /> WHEREAS, the Virginia Department of Highways and Transportation will shortly allocate <br />the priority for highway construction funds for the fiscal year 1975-76; and <br /> <br /> WHEREAS, the construction of the proposed West Norfolk Bridge is necessary for public <br />safety. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia <br />that the Council-requests the Virginia Department of Highways and Transportation to place <br />the construction of the proposed West Norfolk Bridge as the number one priority in the <br />allocation of highway construction funds for fiscal year 1975-76. <br /> <br /> BE IT FURTHER RESOLVED that the City Clerk is directed to forward this resolution <br />to the proper authorities." <br /> <br />Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz, Davis <br />Nays: None <br /> <br /> 75-147 - Motion of Mr. Elliott and seconded by Mr. Wentz, report from~the~ City Manager <br />regarding parking in the vicinity of Marview Hospital, to be received as i~form~ation, was <br />adopted by unanimous vote. [See:Exhibit 75-147) <br /> <br /> 75-148 "Consideration of an ordinance on first reading appropriatimg $22,800 for <br />architectural and design costs for renovations to Harry Hunt Junior High School. <br /> <br /> The Finance Commission recommended to City Council that renovations be made ~g Harry <br />Hunt Junior High School to bring it in compliance with local and State code reguirements. <br />This appropriation will provide the architectural and design costs for the required re- <br />novations'. The City Manager recommends approval." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Wentz, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $22,800 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />ARCHITECTURAL AND DESIGN COSTS FOR RENOVATIONS TO HARRY }~NT JUNIOR HIGH <br />SCHOOL." <br /> <br />NEW BUSINESS <br /> <br /> 75-149 <br />area: <br /> <br />The following citizens spoke regarding sewage problem in the Port Norfolk <br /> <br />Ms. Bess Kroff, 149 Mt. Vernon Avenue, representing Port Norfolk Civic League <br />Mrs. James A. FoXke~,525 Mt. Vernon Avenue <br /> <br /> Mrs. Eolkes requested that the City Council waive the hook-up charge of $150.00 <br />to the new sewer. <br /> <br /> At the request of Council, the City Attorney furnish a written opinion regarding <br />these Sewage hook-up charges and repOrt back to Council; Mrs. Folkes be notified as to <br />the opinion rendered and the date repprt to be presented to Council. <br /> <br /> 75-149[a) - Mr. James H. Evans, 652 Third Avenue, Suffolk, Virginia, representing the <br />West Side Civic League of'Suffolk, spoke regarding s~wage entering Lake Kilby [BOston Area) <br />and Lake Meade, and presented letter from Suffolk Health Department regarding matter. <br /> <br /> Dr. C. M. G. Buttery, Director of Public Health, spoke and advised the Council that <br />the State H~alth Board has been informed of the matter; also the Water Control Board <br />should be informed. <br /> <br /> On motion of Mr. Wentz and seconded by Mr. Elliott, the following resolution was <br />adopted, and by the following vote: <br /> <br />"A RESOLUTION EXPRESSING THE STRONG CONCERN OF THE CITY COUNCIL FOR THE <br />POTENTIAL POLLUTION OF THE WATER SUPPLY SYSTEM OF THE CITY BECAUSE OF THE <br />CONDITION OF THE BOSTON AREA OF THE CITY OF SUFFOLK; REQUESTING THE CITY <br />OF SUFFOLK TO TAKE WHATEVER ACTION IS NECESSARY TO ELIMINATE SUCH POTENTIAL <br />POLLUTION PROBLEM. <br /> <br /> <br />
