<br />that Frank N. Bilisoly, Joseph C. Barber, Belvin W. Blachman, Zalmon I. Blachman and James
<br />L. Choate, be appointed viewers to view the hereinafter described~portion-of such street
<br />and report to this Council in writing, whether in their opinion, any, and if any, what incon-
<br />venience would result from vacating and closing the following:

<br /> All that certain piece or parcel of land, situate in the City of
<br />Portsmouth, Virginia, being a part of Rodman Avenue, as shown on
<br />the plat of Virginia Realty and Investment Company, duly recorded
<br />in the Clerk's Office of the Circuit Court of the City of Chesa-
<br />peake, Virginia, in Map Book 7, at pages 98, 99 and 100 and:plat
<br />of "Waterview", duly recorded in the aforesaid Clerk's Office in
<br />Map Book 17, at pages 58 and S9; said strip of land adjoins the
<br />southern side of High Street and runs back between parallel lines
<br />to the north side of the right-of-way of the Seaboard Coast Line
<br />Railroad."

<br /> Motion of Mr. Holley and seconded by Mr. Barnes, the matter be postponed until the
<br />first meeting in May(~3th), was adopted by 6-1 (Davis-abstaining) vote.

<br /> 75-128(a) Report from City Manager concerning complaint of Dennis Moore relative to
<br />illegal towing of vehicle, to be received as informatian, was adopted by unanimous vote.

<br />The following recommendations by the City Manager were presented:

<br /> "Consideration of an ordinance mn first reading to appropriate $189,000 from
<br />Improvement Fund for construction~of an industrial access road on Elrmhurst Lane
<br />
<br /> The State Department of Highways and Transportation has agreed to pay. 85% of the cost of
<br />an industrial access road from the present Elmhurst Lane at Airline Boulevard to Laigh Road
<br />up to a maxium of $154,000. Based on bids received frcm construction, the State will pay
<br />approximately $83,738 on this project. The balance of the construction will be done with
<br />City funds. The City Manager recommends approval.

<br /> On motion of Mr. Oast and seconded by Mr. Barnes, the/ordinance to be approved on first
<br />reading, and was adopted by unanimous vote:

<br />Trucking Company, being low bidder, was adopted by ~h~f~lew~ng~vote:

<br /> 75-136 "Consideration of an ordinance on first reading to appropriate $10,000 from the
<br />Capital Improvement Fund for completion of street improvements within the subdivision known as
<br />Westmoreland rownhouses.
<br />
<br /> the amount of work remaining to be done is estimated to cost $31,678 and the City is in
<br />receipt of $10,000 payment on a letter of credit issued to the City in lieu of bond by the
<br />developer. Other sources of funds from the developer and/or their surety are being pursued
<br />in order to obtain the full amount of the funds necessary to complete these improvements.
<br />The City Manager recommends approval.

<br /> On motion of Mr. Early'and seconded by Mr. Holley, the following ordinance was approved

<br /> 75-137 "Consideration of an ordinance on first 'reading to appropriate $15,000 from
<br />General Fund for the estimated operating costs for the Portsmouth service provided by the
<br />Tidewater Transportation District Commission for the months of May and June, 1975.
