<br />At a regular meeting of the City Council, held on April 8, 1975, there were present:
<br />
<br />Richard J. Davis, Jack P. Barnes, E. Saunders Early, Jr., Archie Elliott, Jr.,
<br />James W. Holley, Edward L. Oast, Jr., Robert W. Wentz, Jr., Phin Horton, City
<br />Manager, R. T. Williams, Assistant City Manager, H. M. Myers, Jr., Assistant
<br />City Manager, Gordon B. Tayloe, Jr., City Attorney.

<br /> Pastor Weldon R. Sheets, St. Andrew Lutheran Church, opened the meeting with prayer,
<br />followed by the Pledge of Allegiance to the Flay.
<br />
<br /> The minutes of the regular meeting of March 25, 1975, were approved as received, on
<br />motion of Mr. Wentz and seconded by Mr. Early, and was adopted by unanimous vote.
<br />
<br /> 75-134 - Motion of Mr. Barnes and seconded by Mr. Early, that Mr. Robert T. Williams
<br />be made City Manager at the close of workday on April 11, 1975, replacing ~r. Phin Horton.
<br />
<br />The Mayor asked for other nominations, and there were none.
<br />
<br /> Motion of Mr. Holley and seconded by Mr. Elliott, that nominations be closed was adopted
<br />by unanimous vote.
<br />
<br />Mr. Williams was appointed as City Manager, and by the following vote:
<br />
<br />Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz, Davis
<br />Nays: None
<br />
<br />UNFINISHED BUSINESS
<br />
<br /> 75-120 The following ordinance, approved on first reading at regular meeting of
<br />March 25, 1975, was taken up and read:
<br />
<br />"AN ORDINANCE APPROPRIATING $101,000 FROM THE CAPITAL IMPROVEMENT FUND IN
<br />THE CATEGORY OF PUBLIC BUILDINGS, URBAN TRANSPORTATION (STREETS AND HIGHWAYS)
<br />AND PUBLIC SAFETY."

<br /> On morion of Mr. Wentz and seconded by Mr. Elliott, the ordinance was adopted, and by
<br />the following vote:
<br />
<br />Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz, Davis
<br />Nays: None
<br />
<br /> Motion of Mr. Wentz and seconded by Mr. Early, that G. R. Davis &
<br />to be awarded the contract in the amount of $5,276 for masonry closure
<br />Fire Station, was adopted by unanimous vote.

<br /> 75-121 The following ordinance, approved on first reading at regular meeting of

<br />PLAN ORDINANCE (i974-?S) BY ADDING TO THE CLASSES OF POSITIONS ASSIGNED TO PAY
<br />GRADES THE CLASS TITLE OF DIRECTOR OF THE OFFICE ECONOMIC ANALYSIS AND INFOKMA-
<br />TION AT PAY GRADE NUMBERED 30."

<br /> On motion of Mr. Wentz and seconded by Mr. Elliott, the ordinance was adopted, and by
<br />the following vote:

<br /> -5-126 - The following ordinance, approved on first re~ding at regular meeting of

<br />SURPLUS FOR OPERATIONAl COST OF TIDEWATER REGIONAL HEALTH PLAN COUNCIL."

<br /> On motion of Mr. Wentz and seconded by Mr~ Early, the ordinance was adopted, and by

<br />~5-113 The following resolution, was presented:

<br />"A RESOLUTION APPOINTING VIEWERS FOR CLOSING A PORTION OF RODMAN AVENUE
<br />BETWEEN HIGH STREET AND THE NORTH SIDE OF THE SEABOARD COAST LINE RAILROAD
<br />RIGHT-OF-WAY.
<br />
<br /> WHEREAS, J. B. McCready, A. C. Boatwright and M. G. Whitehurst have made application
<br />to vacate and close the hereinafter described portion of a certain street, and it appearing
<br />that notice of the application and request for the appointment of viewers was duly posted
<br />on the bulletin board of the Circuit Court of the City of Portsmouth, and in two other public
<br />places at least 10 days prior to April 8, 1975.
