<br />At a regular meeting of the City Council, held on April 22, 1975, there were presenT:

<br />Richard J. Davis, Jack P. Barnes, Archie Elliott, Jr., James W. Holley,

<br />Absent: E. Saunders Early, Jr.
<br />
<br /> The Rev. H. L. Tolbert, Pastor, Alexander Baptist Church, opened the meeting with
<br />prayer, followed by the Pledge of Allegiance to the Flag.
<br />
<br />Mayor Davis welcomed all visitors in attendance.
<br />
<br /> The minutes of the Public Hearing meeting of April , 1975,
<br />meeting of April 8, 1975, to be approved as received, on motion
<br />by Mr. Elliott, was adopted by unanimous vote.

<br /> 75-158 - On motion of Mr. Wentz and seconded by Mr. Elliott, the following resolution
<br />was adopted, and by unanimous vote:
<br />
<br />"A RESOLUTION RECOGNIZING AND HONORING POLICE AUXILIARY SERGEANT HORACE
<br />JENKINS ON HIS RETIREMENT FROM THE AUXILIARY POLICE AFTER MORE THAN 20 YEARS
<br />SERVICE.
<br />
<br /> WHEREAS, Auxiliary Sergeant Horace E. Jenkins
<br />Auxiliary of the City of Portsmouth, Virginia, for
<br />and
<br />
<br />has served effectively on the Police
<br />20 years, with an unblemished record;
<br />
<br /> WHEREAS, the City Council recognizes that dedicated and unselfish service to the
<br />City; and
<br />
<br /> WHEREAS, Sergeant Jenkins retired from active duty in the Auxiliary on March 31,
<br />1975, at the age of sixty-two years.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia,
<br />that this Council recognizes and honors Police Auxiliary Sergeant Horace E. Jenkins on
<br />his retirement from the Auxiliary Police after more than 20 years service.
<br />
<br /> BE IT FURTHER RESOLVED that a copy of this resolution be spread upon the minutes
<br />of the City Council; and that a copy be presented to Auxiliary Sergeant Horace E. Jenkins
<br />as a token of esteem in which he is held by the Council and the citizens of the City of
<br />Portsmouth."
<br />
<br />Mayor Davis presented the resolution to Mr. Jenkins with appropriate remarks.
<br />
<br /> 75-169 "Consideration of a resolution authorizing the City Manager to convey City-
<br />owned property in Mount He~mon ~ to the Portsmouth Redevelopment and Housing Authority.
<br />
<br /> The subject parcel was inadvertently omitted from consideration for non-cash credit
<br />during the planning of the Mount Hermon Conservation and Redevelopment Project. This parcel
<br />was appraised for $1,100. Accordingly, the Authority will be able to directly reimburse
<br />the City for the purchase thereof in the amount of $1,100. The City Manager recommends
<br />approval of this resolution."

<br /> On motion of Mr. Wentz and seconded by Mr. Barnes, the following resQl~tion was adopted,
<br />and by the following vote:
<br />
<br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO CONVEY CITY OWNED PROPERTY TO
<br />THE PORTSMOUTH REDEVELOPMENT AND HOUSING AUTHORITY (GLASGOW STREET PARCEL,
<br />MT. HERMON PROJECT, BLOCK 25, PARCEL 8).
<br />
<br /> WHEREAS, the City of Portsmouth desires to convey to the Portsmouth Redevelopment
<br />And Housing Authority a certain parcel of property which is hereinafter described; and
<br />
<br />WHEREAS, the said parcel is no longer needed by the City of Portsmouth; and
<br />
<br /> WHEREAS, the Portsmouth Redevelopment And Housing Authority desires this land to
<br />be incorporated into an adjoining tract of land already owned by said Authority; and
<br />
<br /> WHEREAS, the City of Portsmouth will be compensated for this property by the payment
<br />of One Thousand One Hundred ($1,100.) Dollars; and
<br />
<br /> WHEREAS, Section 2.O9(c) of the Charter of the City of Portsmouth provides that
<br />the City may convey property to the Commonwealth of Virginia, or any political subdivision
<br />thereof, without advertisement and without receiving bids; and
<br />
<br /> WHEREAS, the Portsmouth Redevelopment And Housing Authority is a political subdivision
<br />of the Commonwealth of Virginia.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia,
<br />that the City Manager be, and he hereby is, authorized to convey the following described
<br />property to the Portsmouth Redevelopment And Housing Authority:
