The City Manager recommends adoption on first reading." <br /> <br /> On motion of Mr. Early and seconded by Mr. Elliott, the following erdinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, BY <br />AMENDING SECTION 35-2 THEREOF PERTAINING TO DATE REAL ESTATE TAX PAYABLE; PENALTY <br />FOR NONPAYMENT; DEFERMENT OF PAYMENT." <br /> <br /> 75-190 "Consideration <br />Capital Improvement Fund for <br />Street. <br /> <br />of an ordinance on first reading to appropriate $10,540 from the <br />the construction of sanitary sewers on Locust Lane and Trucker <br /> <br /> This appropriation provides for the minor extension of sewers in two areas.~hich were <br />previously annexed by the City. The minor extensions will be installed on Locust Lane in an <br />easement and on Trucker Street for use by.a new building. Ibis appropriation will be funded <br />from unallocated Public Utility Bond proceeds. The City Manager recommends adoption on first <br />reading. <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Oast, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $10,540 FROM THE CAPI1AL IMPROVEMENT FUND FOR CON- <br />STRUCTION OF.A SANITARY SEWER ON LOCUST LANE AND TRUCKER STREET." <br /> <br /> 75-191 "Consideration of an ordinance on fir.st reading to appropriate $138,200 from <br />the General Revenue Sharing Trust Fund in the category of Drainage and Street Improvements. <br /> <br /> This appropriation will provide the necessary funds to the Capital Improvement Fund for <br />the installation of drainage and street improvements to Harris Road, Reid Street, Phelps Place <br />Nicholson Street, Greenwood Drive and Brookside Lane. The Greenwood Drive improvements were <br />included ~ith the impFovements in the Cradoc~ area for bid purposes. The Brookside Lane <br />improvements were bid as a separate project. Therefore, there will be an award to two low <br />bidders on second reading. The City Manager recommends adoption on first reading.,,(Map) <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Oast, the following ordinance was approved <br />on first reading, a~d by unanimous vote: <br /> <br />"AN ORDINANCE TO 'APPROPRIATE $158,200 FROM THE GENERAL REVENUE SHARING TRUST <br />FUND TO THE CAPITAL IMPROVEMENT FUND IN THE CATEGORY OF DRAINAGE AND STREET <br />IMPROVEMENTS." <br /> <br /> 75-192 "Consideration of an ordinance on first reading to appropriate ~138,200 from <br />the Capital Improvement Fund for installation of drainage and street improvements to Brookside <br />Lane, Harris~Road, Reid Street, PhelFs Place, Nicholson Street and Greenwood Drive." <br /> <br /> On mo~ion of Mr. Early and seconded by Mr. Oast, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $138,200 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />INSTALLATION OF DRAINAGE AND STREET :I~PROVEMENTS TO BROOKSIDE LANE, HARRIS <br />ROAD, REID STREET, PHELPS PLACE, NICHOLSON~R~/~ AND GREENWOOD DRIVE.' <br /> <br /> 75-193 "Consideration of an ordinance on first reading to appropriate $519,700 from the <br />Capital Improvement Fund for the construction of off-site drainage ~n the Chnrchland area to <br />serve Academy Point Apartments, TownePoint Apartments, Woodhaven Apartments and other proposed <br />developments on Towr~Point Road. <br /> <br /> This project was bid with the contractor furnishing all labor, material and equipment and <br />as an altermate contract, to furnish only labor and equipment to install the material furnishe~ <br />by the City. Based on the low bid received from the three bidders, there will be awards to <br />three low bidders for this project -- one for the construction contract, the second for <br />supplying the reinforced concr~e pipe, and a third for the ductile iron sewer pipe. The com- <br />bination of the three low bids would provide the lowest possible cost to the City for the <br />construction of this off-site drainage. The contributions on the part of the developers to <br />this project will total approximately $128,000. The City Manager recommends adoption on first <br />reading." (Map) <br /> <br /> On motion of Mr. Oast and seconded by Mr. Wentz, the following ordinance was approved on <br />first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $519,700 FROM THE CAPITAl IMPROVEMENT FUND FOR <br />CONSTRUCTION OF OFF-SITE DRAINAGE IN THE CHURCHLAND .AREA FOR ACADEMY POINT <br />APARTMENTS, TOWNE POINT APARTMENTS, WOODHAVEN APARTMENTS AND THE PROPOSED CHURCh- <br />LAND APARTMENTS ON TOWNE POINT ROAD." <br /> <br /> <br />
