129 <br /> <br />May 27, 1975 <br /> <br /> WHEREAS, the General Assembly of Virginia has by Chapter 596 of the Acts of Assembly <br />of Virginia 1975 changed the name of the "Norfolk Area Medical Center Authority" to the <br />"Eastern Virginia Medical Authority" and increased the membership of the Authority from <br />seven (7) to ten (10) members, and required that two (2) of such members shall be licensed <br />members of the medical profession; and <br /> <br /> WHEREAS, such Act further provided that members of the Authority are to be appointed <br />as follows: One (1) member each for the Cities of Chesapeake, Hampton, Portsmouth and <br />Suffolk; two (2) members for the City of Virginia Beach; and four (4) members for the City <br />of Norfolk; and <br /> <br /> WHEREAS, said Act provided that four (4) of the members first appointed shall serve <br />for a term of three (3) years, three (3) members first appointed shall serve for a term <br />of two (2) years, and three (3) members first appointed shall serve for a term of one <br />year, the cities making said initial One (1), two (2), and three {3) year term appointments <br />to be agreed upon by the respective City Councils; and <br /> <br /> WHEREAS, the several City Councils have agreed to a plan for appointing said initial <br />members, including the initial licensed members of the medical profession, and have also <br />agreed upon a plan for rotating the appointment of licensed members of the medical profession <br />upon the termination, expiration or vacation of the term or terms of the initially appointed <br />licensed members of the medical profession. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of Portsmouth, Virginia, <br />that the terms for which the initial Commissioners appointed to the Eastern Virginia Medical <br />Authority shall serve shall be as follows: <br /> <br />The initial appointee for the City of Chesapeake shall serve for a term of <br />two [2] years; <br /> <br />The initial appointee for the City of. Hampton shall serve for a term Of <br />one (1) year; <br /> <br />One initial appointee for the City of Norfolk shall'serve for a term of <br />one {1) year, one [1) initial appointee for the City of Norfolk shall <br />serve for a term of two (2) years; and two {2) initial appointees for <br />the City of Norfolk shall serve for a term of three (5) years; <br /> <br />The initial appointee for the City of Portsmouth shall serve for a term <br />of two (2) years; <br /> <br />The initial appointee for the City of Suffolk shall serve for a term of <br />three (3] years; <br /> <br />One initial appointee for the City of Virginia Beach shall serve for a <br />term of one (1) year, and one (1] initial appointee for the City of <br />~Virginia Beach shall serve for a term of three (5] years; <br /> <br /> BE IT FURTHER RESOLVED, that at all.times at least one (1) member for the City of <br />Norfolk shall be a licensed member of the medical profession; and <br /> <br /> BE IT FURTHER RESOLVED, that the second required licensed member of the medical profes~ <br />sion shall be initially named by the City Council of the City of Portsmouth; however, upon <br />the termination, expiration or vacation of such initial or successive term or terms of <br />such initial appointee, all subsequent appointments of the required second member of the <br />medical profession shall be filled by rotating such appointment among the several cities <br />(other than the City of Norfolk) on an alphabetical basis from "Chesapeake" to 'Wirginia <br />Beach", the City of Portsmouth to be omitted from the initial rotation; nothing in this <br />Resolution shall be deemed to prevent any city from appointing a licensed member of the <br />medical profession as its representative whether or not such city is required by the terms <br />of this Resolution to name such a physician member in accordance with the established plan <br />of rotation; and it is further agreed that so long as there are at least two {2) licensed <br />members of the medical profession serving on the Authority, the required plan for rotation <br />of appointments of licensed members of the medical profession shall be suspended. <br /> <br /> BE IT FURTHER RESOLVED, that this Resolution shall become effective when <br />have been approved by the City Councils of the Cities of Chesapeake, Hampton, <br />Portsmouth, Suffolk and Virginia Beach." <br /> <br />it shall <br />Norfolk, <br /> <br />Ayes: Barnes, Early, Elliott, Oast, W~ntz, Davis <br />Nays: None <br /> <br /> 7S-149 - "The initial phase of the smoke testing of the sanitary sewers in the Port <br />Norfolk area has been 90% completed and the following results are: <br /> <br />(1) Connected to the old lines 19 <br />(2) Connected to the existing lines 470 <br />[5) Connections undetermined 241 <br /> <br /> The unusually large number of connections undetermined, which was unexpected, results <br />primarily from areas where there are insufficient manholes in the old system for smoke <br />testing to give positive results. The 241 undetermined connections will require the introduct <br />of chemical dyes into the sanitary facilities of each individual house in order to determine <br />which sewer line it is connected to. This procedure will continue until all residences <br />in the Port Norfolk area have had a determination as to which line they are connected to. <br /> <br />.on <br /> <br /> <br />
