The administration has made application for the closure and the resolution will <br />authorize the appointment of viewers. The City Manager recommends adoption of this resolution <br /> <br /> Motion of Mr. Early and seconded by Mr. Barnes, that the matter be deferred for thirty <br />(30) days, was adopted by unanimous vote. <br /> <br /> 75-226 - "Consideration of a resolution appointing viewers for closing a portion of <br />Middle Street between County Street on the north andCColumbia Street on the south. <br /> <br /> This street now separates property owned by Portsmouth Redevelopment and Housing <br />Authority'adjacent to the WAVY-TV and the parking ramp. Closure of this street isnnecessary <br />to create a parcel for reuse by the PRHA. The City Manager recommends adoption of this <br />resolution." <br /> <br /> On motion of Mr. Early and seconded by Mrj Wentz, the following resolution was adopted, <br />and by the following vote: <br /> <br />"RESOLUTION APPOINTING VIEWERS FOR CLOSING A PORTION OF MIDDLE STREET BET~EN <br />COUNTY STREET ON THE NORTH AND COLUMBIA STREET ON THE SOUTH. <br /> <br /> WHEREAS, Portsmouth Redevelopment and Housing Authority has made application to vacate <br />and close the hereinafter described portion of a certain street and it appearing that notice <br />of the application and request for the appointment of viewers was duly posted on May 1, <br />1975 on the bulletin board of the Circuit Court of the City of Portsmouth, City Hall Build- <br />ing, and the General District Cou~t, Civil Division of the City of Portsmouth. <br /> <br /> NOW, THBRBFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that Frank N. Bilisoly, Zalmon Blachman, C. L. Robinson, Robert Reid and Charlie Hudgins <br />be appointed viewers to view the hereinafter described portion of such street and report <br />to this Council in writing whether in their opinion any, and if any, what inconvenience <br />would result from vacating and closing the following: <br /> <br /> BEGINNING at a point marked by a P.K. Nail in walk in the South right <br />of way line of County Street 87o11'54" W - 554.21 feet from the southwest <br />intersection of right of ways of County and Crawford Streets; thence along <br />wesn line of propertYonOW or formerly of Portsmouth Redevelopmen~ and <br />Housing Authority S $~54'57" E - 225.S1 feet to a chiseled cross, thence <br />along the north right of way line of Columbia Street S 87o14'28" W - 59.0 <br />feet to an iron pin; thence along east line of property now or formerly <br />of Portsmouth Redevelopment and Housing Authority N 5°52'08" W - 225.47 <br />feet to a P.K. Nail ~n walk; thence along the south right of way line of <br />County Street N 87o11'34" E 58.85 feet to the P.K. Nail in walk at the <br />point of beginning. <br /> <br /> The hereinabove described parcel represents the portion of Middle Street <br />between County 8~eet on the north and Columbia Street on the south, contains <br />~5,269 square feet, more or less; and is shown on a plat entitled "Ports- <br />mouth Redevelopment and Housing Authority - Urban Renewal - Crawford Renewal <br />Project VA R-5Z - Plat Showing Portion of Middle Street to be Closed City <br />of Portsmouth, Virginia", prepared by R. Kenneth Weeks Engineers, and <br />S. M. Rogers, Engineer and Land Surveyor, Norfolk, Virginia, dated March 24, <br />1972." <br /> <br />Ayes: Barnes, Early, Elliott, Oast, Wentz, Davis <br />Nays: None <br /> <br /> 75-227 - "Consideration of a resolution adopting the establishment of the Eastern <br />Virginia Medical Authority pursuant to the State law. <br /> <br /> This resolution approves the format of the establishment of the Eastern Virginia Medical <br />Authority pursuant to Chapter 596 of the Acts of the Assembly of Virginia, 1975. This re- <br />solution is being adopted by the Cities of:Chesapeake, Hampton, Norfolk, Portsmouth, Suffolk, <br />and Virginia Beach. City Manager recommends adoption." <br /> <br /> On motion of Mr. Oast and seconded by Mr. Wentz, the following resolution was adopted, <br />and by the following vote: <br /> <br />"A RBSOLUTION ADOPTING THE ESTABLISHMENT OF THE EASTERN VIRGINIA MEDICAL <br />AUTHORITY PURSUANT TO THE PROVISIONS OF CHAPTER 396 OF THE ACTS OF ASSEMBLY <br />OF VIRGINIA 1975. <br /> <br /> <br />
