<br />Portsmouth in my opinion is of the highest priority and it is hoped that this amendment
<br />will provide the necessary funds to enable us to recruit and fill all vacancies that now
<br />exist in our Police Department.
<br />
<br /> The City Manager recommends an amendment to the appropriation ordinance adding the
<br />additional $70,000 to Public Safety and reducing the NorrDepartmental category by the same
<br />amount."

<br /> With the permission of Mayor Davis, Councilman Holley left the Council meeting at

<br /> 75-186 The following ordinance, approved on first reading at regular meeting of May
<br />13, 1975, was taken up and read:

<br />"AN ORDINANCE IMPOSING AND LEVYING TAXES FOR THE FISCAL YEAR BEGINNING JULY
<br />1, 1975, AND ENDING JUNE 30, 1976, AND ALSO FOR EACH AND EVERY FISCAL YEAR
<br />THEREAFTER BEGINNING JULY 1 AND ENDING JUNE 30 OF EACH SUCH YEAR, UNLESS
<br />OTHERWISE CHANGED BY COUNCIL, ON REAL ESTATE, TANGIBLE PERSONAL PROPERTY, AND
<br />MACHINERY AND TOOLS WITHIN THE CITY OF PORTSMOUTH, VIRGINIA, FOR THE PURPOSE

<br />1975-1976 CLASSIFICATION AND PAY PLAN OBETHE CITY OF PORTSMOUTH, VIRGINIA."

<br /> Motion of Mr. Wentz and seconded by Mr. Elliott, to amend the ordinance of Section
<br />adopting handgun allowance for certain police officers, was adopted by unanimous vote.

<br /> On motion of Mr. Barnes and seconded by Mr. Oast, the ordinance as amended was adopted,

<br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, BY
<br />AMENDING SECTIONS 38-43 OF SAID CODE PERTAINING TO FEES TO BE CHARGED WHEN WATER
<br />SERVICE HAS BEEN TURNED OFF AND BY AMENDING SECTION 38-77 OF SAID CODE PERTAINING
<br />TO FEES FOR SEWER AND SEWAGE DISPOSAL."

<br /> Motion of Mr. Elliott and seconded by Mr. Barnes, the ordinance to be deferred to the
<br />meeting of June 10, 1975, was adopted by mnanimous vote.
<br />
<br /> 75-189 The following ordinance, approved on first reading at regular meeting of May
<br />13, 1975, was taken up and read:

<br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA; 1973,
<br />BY AMENDING SECTION 35-2 PERFAINING TO TAX EXEMPTION FOR THE ELDERLY."

<br /> Motion of Mr. Oast and seconded by Mr. Barnes, to amend the ordinance by making all
