i22 May 27, 1975 Portsmouth in my opinion is of the highest priority and it is hoped that this amendment will provide the necessary funds to enable us to recruit and fill all vacancies that now exist in our Police Department. The City Manager recommends an amendment to the appropriation ordinance adding the additional $70,000 to Public Safety and reducing the NorrDepartmental category by the same amount." The following citizens spoke: Curtis A. Craw~drd, 233 Cherokee Road, rep~eR~n~ing Rollingwood Civic Clu~, in re- gsrds to drainage and curbs in the area. George R. Walker, 1749 Spratley Street, Motionoof Mr. Barnes and seconded by Mr. Wentz, to amend the ordinance, was adopted by unanimous vote. On motion of Mr. Wentz and seconded by Mr. Early, the ordinance as amended was adopted, and by the following vote: Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz, Davis Nays: None With the permission of Mayor Davis, Councilman Holley left the Council meeting at 8:45 p.m. 75-186 The following ordinance, approved on first reading at regular meeting of May 13, 1975, was taken up and read: "AN ORDINANCE IMPOSING AND LEVYING TAXES FOR THE FISCAL YEAR BEGINNING JULY 1, 1975, AND ENDING JUNE 30, 1976, AND ALSO FOR EACH AND EVERY FISCAL YEAR THEREAFTER BEGINNING JULY 1 AND ENDING JUNE 30 OF EACH SUCH YEAR, UNLESS OTHERWISE CHANGED BY COUNCIL, ON REAL ESTATE, TANGIBLE PERSONAL PROPERTY, AND MACHINERY AND TOOLS WITHIN THE CITY OF PORTSMOUTH, VIRGINIA, FOR THE PURPOSE OF RAISING REVENUE FOR THE SUPPORT OF THE GOVERnmENT AND THE PUBLIC FREE SCHOOLS AND TO PAY INTEREST AND SINKING FUND ON THE PUBLIC DEBT." Motion of Mr. Wentz and seconded by Mr. Barnes, by reference Sections 58-829, 58-829.1 and 58-829.2, was adopted by unanimous vote. to amend the ordinance by adopting Code of Virginia, 1950 as amended, On motion of Mr. Wentz and seconded by Mr. Elliott, the ordinance ~asamRn~eRdwas adopted, and by the following vote: Ayes: Barnes, Early, Elliott, Oast, Wentz, Davis Nays: None -5-187 The following.ordinance, approved on first reading at regular meeting of May 13, 1975, was taken up and read: "AN ORDINANCE TO PROVIDE FOR THE CLASSIFICATION OF EMPLOYMENT; TO PROVIDE A COMPENSATION PLAN FOR EMPLOYEES; AND TO REGULATt THE ADMINISTRATION OF THE 1975-1976 CLASSIFICATION AND PAY PLAN OBETHE CITY OF PORTSMOUTH, VIRGINIA." Motion of Mr. Wentz and seconded by Mr. Elliott, to amend the ordinance of Section adopting handgun allowance for certain police officers, was adopted by unanimous vote. On motion of Mr. Barnes and seconded by Mr. Oast, the ordinance as amended was adopted, and by the following vote: Ayes: Barnes, Early, Elliott, Oast, Wentz, Davis Nays: None 75-188 The following ordinance, approved on first reading at regular meeting of May 13, 1975, was taken up and read: "AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, BY AMENDING SECTIONS 38-43 OF SAID CODE PERTAINING TO FEES TO BE CHARGED WHEN WATER SERVICE HAS BEEN TURNED OFF AND BY AMENDING SECTION 38-77 OF SAID CODE PERTAINING TO FEES FOR SEWER AND SEWAGE DISPOSAL." Motion of Mr. Elliott and seconded by Mr. Barnes, the ordinance to be deferred to the meeting of June 10, 1975, was adopted by mnanimous vote. 75-189 The following ordinance, approved on first reading at regular meeting of May 13, 1975, was taken up and read: "AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA; 1973, BY AMENDING SECTION 35-2 PERFAINING TO TAX EXEMPTION FOR THE ELDERLY." Motion of Mr. Oast and seconded by Mr. Barnes, to amend the ordinance by making all qua~e~ pa~nts payable on .reat~st~te~a~es~-~ O~er,~Ja~uar~-A-pril-, and Sune,~,was adopted by unanimous vote.
