We had intended to confer further with the I <br />Park and Recreation Commission, but these past few months have not provided such an opportuni] <br />ry. · <br /> <br /> Regarding your four comments: (1) We dropped the reference to a waterfront park on <br />Paradise Creek in southeast Portsmouth which on CP-70-1 was located on surFlus~government pro- <br />perty, (2) We clarified the status of public open space east of Crawford Street in CP-75-2 <br />documents dealing with the downtown waterfront, (3) We assume that expansion of the Pinners <br />Point Marine Terminals complex will engoif land on Scotts Creek and have switched its proposed <br />designation to industri&l, and (4) We have discarded the Beazley Farm proposal in ~est Nor- <br />folk and switched its proposed designation to residential-low density. However, the Planning <br />Commission is still concerned over The adequacy of onen space in older oarts of this metropo- <br />litan core city. <br /> In acting on recreational open space elements of CP-75-1, City Council might consider <br /> these resolves: (1) The Planning Commission and revamped Park & Recreation Commission should <br /> be authorized/instructed to move on a joint study of cQre city recreational needs. (2) The <br /> Planning Commission and School Board should be authorizedz~nstruc~ed to move on a joint study <br /> of school site deficiencies, if/how a remedial program might be instituted or extended, and <br /> whether State aid should be sought in areas of high urban density to compensate for a lack of <br /> yards and parks as part of our Commonwealth's new awareness of the needs of i~s highly urban- <br /> ized population, and (3) The School Board and Parlkg Recreational Commision should extend <br /> its study of how school playgrounds can be used to the maximum extent in areas of high urban <br /> density where poverty and mobility bind elements of our population to their section of the <br /> city. <br /> Because the Planning Commission felt that much good came out of our collective efforts <br /> five yemrs ago on CP-70-1, there is a hope that City Council will authorize the City Manager <br /> to proceed with the pro~ess of finalization and publication.
