<br />AMENDING SECTION 2-303 THEREOF
<br />ART OBJECTS AND OTHER GIFTS."

<br />PERTAINING TO ACCEPTANCE AND DEACQUISITION OF
<br />
<br /> 75-254 "Consideration of an ordinance mn first reading amending the Code of the City
<br />of Portsmouth pertaining to utility and street improvements ~n subdivisions.
<br />
<br /> This ordinance eliminates the provision allowing letters of credit in lieu of bonds
<br />for street improvements. Past experience has proven such letters of credit to be a poor
<br />risk to the City in guaranteeing performance in subdivision projects. The City Manager
<br />recommends adoption.'

<br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, BY
<br />AMENDING SECTION 33-S5(k) OF SAID CODE PERTAINING TO SPECIFICATION REQUIREMENTS
<br />FOR ~TILITY AND STREET IMPROVEMENTS IN PROPOSED SUBDIVISIONS."
<br />
<br /> 75-255 "Consideration of a resolution authorizing and directing the City Manager
<br />to institute a Career Criminal Program in conjunction with the Cities of Chesapeake, Norfolk,
<br />Virginia Beach and the Law Enforcement Assistance Administration of the U. S. Department of
<br />Justice.
<br />
<br /> The establishment of a Career Criminal Program within the cities outlined above would
<br />greatly enhance'~he effectiveness of their respective criminal justice systems. This ~ould
<br />be accomplished through the establishment of a Major Violator Unit within the cities whose
<br />sole objective wougd be the rapid identification and expeditious prosecution of career
<br />criminals. A substantial portion of serious felonies and violent crimes ara committed by a
<br />relatively small grou. p of repeat offenders. This program is designed for this particular
<br />group of major violators. The City Manager recommends adoption."

<br />and by the following vote:

<br />"A RESOLUTION AUTHORIZING AND DIRECTING THE CITY ~NAGER TO INSTITUTE A CAREER
<br />CRIMINAL PROGRAM IN CONJUNCTION WITH THE CITIES OF CHESAPEAKE, NORFOLK, VIRGINIA
<br />BEACH AND THE LAW ENFORCEMENT ASSISTANCE ADMINISTRATION OF THE U. S. DEPARTMENT
<br />OF JUSTICE.
<br />
<br /> WHEREAS, the Omnibus Crime Control and Safe Streets Act provides federal funds to
<br />assist political subdivisions of the various states in improving their respective Criminal
<br />Justice Systems; and
<br />
<br /> W/iEREAS, there are areas in which the prosecution of the career criminal sector of
<br />the Criminal Justice System of the City of Portsmouth requires such assistance; and
<br />
<br /> WHEREAS, it is the sense of the Council of the City of Portsmouth, Virginia, that
<br />the implementation of a Career Criminal Program would enhance the delivery of equitable
<br />justice and would result in the increased effectiveness of the Commonwealth Attorney's
<br />Office; and
<br />
<br /> WHEREAS, the City of Portsmouth has been requested ~o administer and oversee the Career
<br />Criminal ~Program; and
<br />
<br /> WHEREAS, such funds for implementation of such a program are available through discretio]
<br />ary grant awards from the Law. Enforcement Assistance Administration of the U. S. Department
<br />of Justice; and
<br />
<br /> WHEREAS, i% is necessary that each participating political subdivision provide a propor-
<br />tionate share of matching funds; and
<br />
<br /> WHEREAS, the total cost of the Career Criminal Program is Eight Hundred Two Thousand,
<br />Eight Hundred Ninety~even Dollars ($802,897.) with the City of Portsmouth's contribution
<br />amounting to Eighteen Thousand, Six Hundred Seventy-three Dollars ($18,673)~
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia,
<br />that the City Manager on behalf of the City of Portsmouth is directed and authorized to
<br />institute a Career Criminal Program in conjunction with the Cities of Chesapeake, Norfolk,
<br />Virginia, Beach, and the Law Enforcement Assistance Administration of the U. S. Department
<br />of Justice."
