<br /> 75-218 The following ordinance, approved on first reading at regular meeting of June
<br />10, 1975, was taken up and read:

<br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973,
<br />BY AMENDING AND REORDAINING SECTIONS 31-30(a)(1), 31-30(b), 51-39, 31-41,
<br />31-55, 31-62(c), 31-63(~)(2), AND 31-63(c), AND 31-63(e), 31-65(a)(1)(2)(3),
<br />31-65[b), 31-70{b), 31-77(c), 31-79, 31-118(a)(1), 31-118(b), 31-148(c),
<br />31-149(b), 31-155(b), AND 31-162(c) OF SAID CODE PERTAINING TO THE PORTSMOUTH
<br />SUPPLEMENTAL RETIREMENT SYSTEM AND THE FIRE AND POLICE RETIREMENT SYSTEM."

<br /> On motion of Mr. Wentz and seconded by Mr. Early, the ordinance was adopted, and by the
<br />following vote:

<br />The following reports from the City Manager were presented:

<br /> 75-249 "Consideration of an ordinance on first reading to appropriate $6,S00 from the
<br />General Fund for expenses incurred in hiring an Arts Center Assistant.
<br />
<br /> This appropriation will be funded from a grant received by the Museum and Fine ARts
<br />Commission from the Portsmouth Service League. This appropriation will cover the proposed
<br />salary and all benefits for this position. The City Manager recommends adoption."
<br />
<br /> On mo$ion of Mr. Oast and seconded by Mr. Early, the following ordinance was approved
<br />on first reading, and by unanimous vote:
<br />
<br />"AN ORDINANCE TO APPROPRIATE $6,500 FROM THE GENERAL FUND FOR EXPENSES INCURRED
<br />IN HIRING AN ARTS CENTER ASSISTANT."
<br />
<br /> 75-250 - "Consideration of an ordinance on first reading to, appropriate $69,294 from the
<br />Mental Health Fund for residential alternatives to institutionalization programs.
<br />
<br /> This appropriation will provide the funds necessary for the staffing'and programming for
<br />the group ho~e ~hich has been approved in the Capital Budgetf4~rfiscal year i974-76. This will
<br />be a group home for the developmentally disabled persons who are defined as those substantiall~
<br />handicapped by mental retardation, cerebral palsy or other closely related neurological dis-
<br />orders originating before the age of 18. This grant includes 70% Federal funds, 30% State and
<br />local, with tA~ total local match required of $5,000 which has already been included in the
<br />Mental Health Budget of 197S-76. The City Manager recommends adoption."

<br />ALTERNATIVES TO INSTITUTIONALIZATION PROGRAMS."

<br /> 75-251 "Consideratinn of an ordinance on first reading to appropriate $221,100 from the
<br />General Revenue Sharing Trust Fund in the category of drainage and street improvements.
<br />
<br /> This will provide drainage in the Pennock Street and Deep Creek Boulevard area that was
<br />previously authorized from Entitlement IV Revenue Sharing funds. The drainage will be con-
<br />structed south of Manley Street, down Pnnnock Street, across Deep Creek Boulevard, with some
<br />drainage work being done along Elliott Avenue and Deep Creek Boulevard. This project will tie
<br />into the number one priority scheduled in the drainage program for 1975-76. The City Manager
<br />recommends adoption."

<br />on first reading, and by unanimous vote:

<br />"AN ORDINANCE TO APPROPRIATE $221,100 FROM THE GENERAL REVENUE SHARING ~RUST
<br />FUND TO THE CAPITAL IMPROVEMENT FUND IN TEE CATEGORY OF DRAINAGE AND STREET
<br />IMPROVEMENTS."

<br />Capital Improvemen~.Fund for the construction of drainage and
<br />Pennock Street an~ Deep Creek Boulevard area.

<br />necessary monies to the Capital Improvement Fund. The City Manager recommends adoption."

<br /> The Museum and Fine Arts Commission have received gifts of art objects and seek the
<br />authority to t~ade, sell or transfer ownership of such art objects upon concurrence of a
<br />majority of the membership of the Mus'eum and Fine Arts Commission. This power will ehhance
<br />the ability of the Commission to acquire many more valuable collections of art objects. The
<br />
