ge~tember g. 1975 <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Early, the following resolution was adopted, <br />and by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO LEASE PROPERTY ON LONDON BOULEVARD <br />AND PENINSULA AVENUE OWNED BY PORTSMOUTH REDEVELOPMENT AND HOUSING AUTHORITY. <br /> <br /> WHEREAS, the City of Portsmouth desires to lease certain property in the immediate <br />vicinity of Frank Lawrence Stadium for use as parking lots and for related uses; and <br /> <br /> [~ERBAS; Portsmouth Redevelopment and Housing Authority owns three parcels of property <br />on London Boulevard and Peninsula Avenue in the immediate vicinity of Frank Lawrence Stadium' <br />and ' <br /> <br />WHEREAS, said parcels are composed of vacant lots suitable for use as parking lots; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that <br />the City Manager is authorized to enter into an agreement of lease with Portsmouth Redevelopm~ <br />and Housing Authority for the lease of those certain lots, pieces or parcels of vacant land <br />situated in the City of Portsmouth, Virginia, known as "Reuse Parcels 10, 11, and 12, Northsid <br />Redevelopment Project, VAR-S9" as identified on the attached plat prepared by Harland Bartho- <br />lomew and Associates for Northside Redevelopment ProjeCt VAR39. The amount o{ rental for <br />said property shall be One ($1.O0) Dollar per month." <br /> <br />Ayes: Barnes, Early, Elliott, Holley, Wentz, Davis <br />Nays: None <br /> <br /> 75-384 "Consideration of a resolution amending the Land Use Plan~for the Weaver <br />Redevelopment Project changing 4 parcels designated commercial to semi-public use. <br /> <br /> This resolution endorses the purchase of the remaining'4 parcels of land in the Weaver <br />Redevelopment Project from the Portsmouth Redevelopment and Housing Authority by the Ebenezer <br />Baptist Church. This proposal includes an extension of the Church's existing parking area, <br />landscaping of a park playground, and provides for the future construction of a home for the <br />aged. The City Manager recommends adoption. The recommendation of the Planning Commission <br />is attached for your information. <br /> <br />Nation of Mr. Early and seconded by Mr. Barnes, to adoot the resolution. <br /> <br /> Substitute motion of Mr. Barnes and seconded by Mr. Holley. to delay adoption of re- <br />solution until next meeting and City Manager furnish information on tax status, was adopted <br />by unanimous vote. <br /> <br /> 75-385 "Consideration of a resolution appointing viewer for closing a portion of <br />Pairfax Avenue." <br /> <br /> On motion of Mr. Wentz and seconded by Mr. Elliott, the following resolution was adopted <br />and by the following ~ote: <br /> <br />RESOLUTION APPOINTING VIE~RS FOR CLOSING A PORTION OF FAIRFAX AVENUE. <br /> <br /> WHEREAS, Thomas Harrell and Robert E. Watson, Jr. have made application to vacate and <br />close the hereinafter described portion of a certain street, and it appearing that the notice <br />of the application and request for appointment of viewers was duty posted August 12, 1975, <br />on the bulletin board of the Circuit Court of the City of Portsmouth, and at two other public <br />places within the City of Portsmouth, Virginia. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by ~he Council of the City of Portsmouth, Virginia, that <br />Frank N. Bilisoly, Raymond Tweed, Louis J. Leitner, Zalmon I. Blachman and James L. Choate <br />be appointed viewers to v~ew the hereinafter described portion of such street and to report <br />to this Council in writing whether in their opinion, any, and if any, what inconvenience <br />would result in vacating and closing the following: <br /> <br /> Beginning at the southwestern corner of Oak Street and a twenty-foot <br />(20') lane designated as Fairfax Avenue and thence runnin¢ in a southwesterly <br />direction one hundred twenty and forty-two hundredths (120.42) feet parallel <br />to Fairfax Avenue along the northern boundaries of Lots 25 and 26 of "Block A" <br />subdivision of Fairfax; thence running North twenty (20) feet and thence in <br />a northeasterly direction one~undred twenty and forty-two hundredths (120.42) <br />feet parallel to Fairfax Avenue and thence South twenty (20) feet to the point <br />of beginning." <br /> <br />Ayes: Barnes, Early, Elliott, Holley, Wentz, Davis <br />Nays: None <br /> <br /> 75-386 "Consideration of a resolution appointing viewers for closing a portion of <br />Westmoreland Avenue." <br /> <br /> On motion of Mr. Wentz and seconded?by Mr. Early, the following resolution was adopted, <br />and by the following vote: <br /> <br />"A RESOLUTION APPOINTING VIEWERS FOR CLOSING A PORTION OF WESTMORELAND <br />AVENUE WHICH LIES SOUTH OF GRIFFIN STREET EXTENDING TO ITS END IN BAINES CREEK. <br /> <br /> <br />
