April 27, 1999 <br /> <br />99-102(C): <br /> <br />"AN ORDINANCE TO AMEND CHAPTER 31.1 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (1988) BY AMENDING SECTION 31.1-51 (a) THEREOF <br />PERTAINING TO STORMWATER MANAGEMENT FEES." <br /> <br />99-102(D): <br /> <br />"AN ORDINANCE TO AMEND CHAPTER 25 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (1988) BY AMENDING SECTION 25-93 PERTAINING TO <br />PICNIC SHELTER RENTAL FEES AND BY REPEALING SECTIONS 25-249 <br />THROUGH 25-253 PERTAINING TO CERTAIN FEES FOR PRIVATE USE OF CITY <br />SWIMMING POOLS." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Pitts, to adopt the following <br />ordinance, and to provide salary increases for each of the City Council Appointees <br />consistent with the classification and pay plan guidelines afforded for all general <br />employees. These guidelines call for a 5% increase on January 1, 2000. Additionally, <br />the City Manager will receive a contribution to the Virginia Retirement System <br />representing his tenure as Interim City Manager of the City of Portsmouth in an amount <br />not to exceed $3,500 and the Personnel Committee of the City Council be authorized to <br />negotiate an employment agreement with the City Manager with an expiration date not <br />sooner than September 30, 2000, and was adopted by the following vote: <br /> <br />99-102(E): <br /> <br />"AN ORDINANCE ADOPTING A NEW CLASSIFICATION AND PAY PLAN FOR <br />EMPLOYEES OF THE CITY OF PORTSMOUTH, VIRGINIA." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Pitts, to adopt the following <br />ordinance and to approve the funds necessary to implement the Annual Operating <br />Budget for fiscal year beginning July 1, 1999 and ending June 30, 2000. Amended <br />motion by Mr. Robinett, seconded by Mr. Pitts, to consider the contingency fund for the <br />Museum and Fine Arts Commission to be used that a matching grant from the <br />contingency fund in the amount of $7,000.00 be utilized for beautification and art objects <br />here within the City and that if additional funding comes forth or that we would <br />encourage the members of the Museum and Fine Arts Commission to try and seek <br />additional funding for the remaining balance of same, and was adopted by the following <br />vote: <br /> <br />99-102(F): <br /> <br />"AN ORDINANCE TO APPROPRIATE FUNDS NECESSARY FOR OPERATION OF <br />THE CITY GOVERNMENT FOR AND DURING THE FISCAL YEAR BEGINNING JULY <br />1, 1999 AND ENDING JUNE 30, 2000." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />99 - 103 - Adoption of the resolutions approving the five-year Capital Improvement Plan <br />for 1999-2004, and the issuance of General Obligation Bonds to provide the necessary <br />funds for the various improvement projects, and an ordinance to appropriate the funds <br />necessary for implementing the Capital Improvement Fund, the Public Utilities Fund and <br />the Golf Capital Improvement fund. <br /> <br /> <br />
