April 27, 1999 99-102(C): "AN ORDINANCE TO AMEND CHAPTER 31.1 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA (1988) BY AMENDING SECTION 31.1-51 (a) THEREOF PERTAINING TO STORMWATER MANAGEMENT FEES." 99-102(D): "AN ORDINANCE TO AMEND CHAPTER 25 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA (1988) BY AMENDING SECTION 25-93 PERTAINING TO PICNIC SHELTER RENTAL FEES AND BY REPEALING SECTIONS 25-249 THROUGH 25-253 PERTAINING TO CERTAIN FEES FOR PRIVATE USE OF CITY SWIMMING POOLS." Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley Nays: None Motion by Mr. Robinett, and seconded by Mr. Pitts, to adopt the following ordinance, and to provide salary increases for each of the City Council Appointees consistent with the classification and pay plan guidelines afforded for all general employees. These guidelines call for a 5% increase on January 1, 2000. Additionally, the City Manager will receive a contribution to the Virginia Retirement System representing his tenure as Interim City Manager of the City of Portsmouth in an amount not to exceed $3,500 and the Personnel Committee of the City Council be authorized to negotiate an employment agreement with the City Manager with an expiration date not sooner than September 30, 2000, and was adopted by the following vote: 99-102(E): "AN ORDINANCE ADOPTING A NEW CLASSIFICATION AND PAY PLAN FOR EMPLOYEES OF THE CITY OF PORTSMOUTH, VIRGINIA." Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley Nays: None Motion by Mr. Robinett, and seconded by Mr. Pitts, to adopt the following ordinance and to approve the funds necessary to implement the Annual Operating Budget for fiscal year beginning July 1, 1999 and ending June 30, 2000. Amended motion by Mr. Robinett, seconded by Mr. Pitts, to consider the contingency fund for the Museum and Fine Arts Commission to be used that a matching grant from the contingency fund in the amount of $7,000.00 be utilized for beautification and art objects here within the City and that if additional funding comes forth or that we would encourage the members of the Museum and Fine Arts Commission to try and seek additional funding for the remaining balance of same, and was adopted by the following vote: 99-102(F): "AN ORDINANCE TO APPROPRIATE FUNDS NECESSARY FOR OPERATION OF THE CITY GOVERNMENT FOR AND DURING THE FISCAL YEAR BEGINNING JULY 1, 1999 AND ENDING JUNE 30, 2000." Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley Nays: None 99 - 103 - Adoption of the resolutions approving the five-year Capital Improvement Plan for 1999-2004, and the issuance of General Obligation Bonds to provide the necessary funds for the various improvement projects, and an ordinance to appropriate the funds necessary for implementing the Capital Improvement Fund, the Public Utilities Fund and the Golf Capital Improvement fund.
