<br />c) This ordinance pertaining to stormwater management fees provides for an increase
<br />from the present $2.80 per ERU (equivalent residential unit) per month to $3.30 per
<br />ERU per month.
<br />
<br />d) This ordinance changes fees charged by the Department of Parks, Recreation and
<br />General Services for reservation of picnic shelters and eliminates fees for private use of
<br />public swimming pools.
<br />
<br />e) This ordinance adopts the annual Classification and Pay Plan for City employees
<br />which encompasses the schedule for grading of each position within the City, as well as
<br />the pay range for the responsibilities that the position merits. It also establishes the
<br />rules for promotion, demotion, additional duties and the salaries of the individuals
<br />appointed by the City Council.
<br />
<br />f) This ordinance will appropriate $369,036,284 for the total Annual Operating Budget
<br />on a per fund basis for the Fiscal Year beginning July 1, 1999 and ending June 30,
<br />2000.

<br />Financial Impact:
<br />
<br />· By law, the operating budget must be balanced with estimated revenues and other
<br />funding sources equaling appropriations. The Proposed Operating Budget for the Fiscal
<br />Year 2000 complies with this law.
<br />
<br />1. Byron P. Kloeppel, 501 Elizabeth Place, School Board, asked City Council to
<br />reconsider the request for $334,000 by the Superintendent.
<br />
<br />2. Pamela Kloeppel, 501 Elizabeth Place, Museum and Fine Arts Commission,
<br />requested additional $10,000 funds for public art program.
<br />
<br />3. Louie Scinaldi, 154 Newton Road Suite B1, President, Communication Workers of
<br />America Local 2202, E-911 Dispatcher, requested an increases in salaries.
<br />
<br />4. Keith Freas, 602 Hopi Court, Communication Workers of America Local 2202,
<br />spoke on "mediocrity" and no incentives in pay scale.
<br />
<br />5. Bruce Allen, 75 Wyoming Avenue, Communication Workers of America Local 2202,
<br />spoke on staffing communication centers is at a crisis level. No extra pay for training
<br />dispatchers.
<br />
<br />6. Charlene McLaughlin, 1359 Manning Road, Communication workers of America
<br />Local 2202, spoke on "stress" and more pay would help retention.
<br />
<br />7. Steven Summerlin, 154 Newtown Road Suite B1, Vice President, Communication
<br />workers of America Local 2202, spoke on the need for money to go into E-911 for
<br />equipment and staffing.
<br />
<br /> Motion by Mr. Robinett, and seconded by Mr. Pitts, to adopt the following ordinances
<br />for items A-D, and was adopted by the following vote:

<br />LEVYING TAXES FOR EACH FISCAL YEAR BEGINNING JULY 1ST AND ENDING
<br />JUNE 30TH, UNLESS OTHERWISE CHANGED BY COUNCIL, ON REAL ESTATE,
<br />TANGIBLE PERSONAL PROPERTY, PRIVATELY OWNED PLEASURE BOATS,
<br />PRIVATELY OWNED CAMPING TRAILERS AND MOTOR HOMES, AND
<br />MACHINERY AND TOOLS WITHIN THE CITY OF PORTSMOUTH, VIRGINIA, FOR
