<br /> The Rev. Harry W. Craver, Pastor, St. Mark's United Methodist Church, opened the meeting
<br />with prayer, followed by the Pledge of Allegiance to the Flag.

<br />Mayor Davis welcomed all visitors in attendance.

<br /> Motion of Mr. Wentz and seconded by Mr. Barnes, minutes of the regular meeting of
<br />September 16, 1975, to be approved as received, was adopted by unanimous vote.

<br /> 75-401 The following ordinance, approved on first reading at regular meeting of
<br />September 16, 1975, was taken up and read:

<br />THE MASTER DRAINAGE PLAN FOR THOSE SECTIONS WITHIN THE
<br />PRIOR TO 1960."

<br />of an ordinance on first reading to appropriate $60,000 in the
<br />the construction of an addition to the Portsmouth Public Health
<br />
<br /> This appropriation will pFovide the necessary funds for the construction contract,
<br />architecural and engineering fees and equipment for the proposed addition to the Portsmouth
<br />Public Health Center Funds for this project consist of $30,000 of Hill-Burton (Federal) funds
<br />and $30,000 of lo~al funds to be supplied through the generosity of the Beazley Foundation.
<br />The City Manager recommends adoption on first reading.
<br />
<br /> O~=motion of Mr. Barnes and seconded by Mr. Holley, the following ordinance was approved
<br />on first reading, and by unanimous vote:

<br />"AN ORDINANCE TO APPROPRIATE $60,000 FROM THE CAPITAL IMPROVEMENT FUND FOR
<br />THE CONSTRUCTION OF AN ADDITION TO THE PUBLIC HEALTH CENTER.

<br /> Motion of Mr. Barnes and seconded by Mr. Wentz, the contract
<br />Company, Inc., being low bidder, in the amount of $45,947.00, was
<br />vote:

<br /> 75-421 "Consideration of an ordinance on first reading to appropriate $34,000 from the
<br />Capital Improvement Fund for repairs to the roof of a City b~ilding at 420 High Street.
<br />
<br /> This appropriation will provide the necessary funds for the repair and replacement of
<br />the roof, deteriorated rafters, sheathing and support framing that is required in order to
<br />eliminate the current leaking problems and deterioration taking place in the building. The
<br />spaces in this building are currently allozated for the temporary Fine Arts Center and
<br />Virginia Sports Hall of Fame. Due to the nature~and value of the items to be displayed in
<br />this b~lding, it is required that the roof be repaired. The City Manager recommends
<br />adoptioh~."

<br /> On motion of Mr. Oast and seconded by Mr. Early, the following ordinance was approved
<br />on first rea~ing, and by unanimous vo~e:
